Job Description

InGenesis is currently seeking a Deputy Program Manager to work for our corporate office. In this role, you will be responsible for assisting with the overall execution, coordination, and administration of the programs under this contract, with a specialized focus on healthcare management, human resources, staff oversight, contract compliance, invoicing, and timekeeping. The Deputy PM ensures the effective delivery of healthcare services, maintains regulatory and contractual compliance, supports workforce management, and contributes to the financial and operational integrity of all task orders.

This is a remote position with periodic travel required to support program operations and oversight.

Job Duties

  • Serve as the secondary point of contact and designated backup to the Program Manager (PM) for the Contracting Officer Representative (COR) and Contracting Officer (CO), assuming responsibility in the PM’s absence for matters healthcare service delivery, staffing, invoicing, and contract performance.
  • Supervise and mentor program staff, providing guidance, performance evaluations, and professional development to ensure effective execution of program objectives and alignment with organizational goals.
  • Provide operational oversight for healthcare-related programs, ensuring alignment with federal, state, and contractual healthcare standards (e.g., HIPAA, OSHA, NCCHC, Joint Commission).
  • Manage all aspects of human resources functions, including recruitment, onboarding, credential verification, employee relations, performance management, and compliance with labor laws and HR policies.
  • Supervise contract personnel, ensure proper staffing levels, verify attendance, monitor job performance, and support a high standard of professional conduct across all facilities and positions.
  • Coordinate training and development initiatives to ensure staff competencies, licensure requirements, and continuing education for healthcare professionals and support staff are met.
  • Maintain and enforce contract compliance by tracking task order deliverables, timelines, staffing metrics, and service quality, while ensuring performance standards are met or exceeded.
  • Oversee timekeeping processes, ensuring all employees accurately record hours worked, and that time and attendance records are submitted and approved in accordance with contract requirements and labor regulations.
  • Support the preparation, review, and submission of invoices, ensuring alignment with approved timekeeping records, staffing allocations, and contractual billing terms.
  • Collaborate with finance and administrative staff to resolve discrepancies in time reporting, labor charges, or invoicing, and ensure timely billing cycles.
  • Interpret and communicate client-established rules, regulations, and policies concerning workplace safety, security protocols, and patient confidentiality.
  • Support the PM in conducting quality assurance reviews, performance evaluations, and corrective action plans as needed to maintain operational efficiency and clinical integrity.
  • Assist in managing budgets, schedules, and subcontractor performance, in collaboration with the PM and other leadership personnel.
  • Participate in regular progress meetings with the COR and CO to provide updates on healthcare operations, staffing metrics, timekeeping, invoicing, and compliance issues.
  • Perform other duties as assigned in support of the program's healthcare, administrative, and operational objectives.

Minimum Qualifications

  • Bachelor’s degree from an accredited institution recognized by the U.S. Department of Education in business, healthcare administration, public health, or a related field.
  • Minimum of three (3) years of administrative healthcare management experience, preferably in a correctional, public health, or managed care setting.
  • Demonstrated experience in contract management, staff supervision, HR operations, invoicing, and timekeeping within a healthcare or government services environment.
  • Strong understanding of healthcare compliance standards and workforce regulations applicable to detention or correctional healthcare settings.
  • Project Management Professional (PMP) Certification is preferred.
  • Detention healthcare experience is strongly preferred.
  • Must be able to obtain and maintain a government security clearance in accordance with position requirements.

  • Able to carry materials and/or file boxes up to 20 pounds.
  • Travel up to 30% to 40%
