Job Description

Public Health Program Manager Minimum Qualifications:

One year as a Public Health Program Administrator;
OR A bachelor's degree and three years of professional public health, health, allied health sciences, drug and alcohol or related experience, which includes one year of administrative, supervisory, or consultative experience; OR A bachelor's degree and three years of professional experience in the development or evaluation of grants, contracts, or programs for the provision of social, employment, environmental health, or health related services, which includes one year of administrative, supervisory or consultative experience; OR An associate's degree in allied health sciences or nursing and five years of professional experience in the development or evaluation of grants, contracts or programs for the provision of social, employment, environmental health, or health related services, which includes one year of administrative, supervisory or consultative experience; OR Seven years of professional experience in development or evaluation of grants, contracts or programs for the provision of social, employment , environmental health or health related services, which includes one year of administrative, supervisory or consultative experience; OR A master's degree in public health, health services administration, health care administration, health education, public health administration, public administration, nursing, epidemiology, social work, nutrition, hospital administration, physical therapy, occupational therapy, business administration, or education and two years of professional experience in the development or evaluation of grants, contracts, or programs for the provision of social, employment, environmental health, or health related services, which includes one year of administrative, supervisory or consultative experience.


MANDATORY TRAINING

All contract staff is required to complete mandatory DOH trainings and will be required to attend environmental health trainings during the normal day time business hours.


Description of Duties

This individual will be responsible for coordinating environmental health capacity building initiatives as part of the Environmental Health Capacity (EHC) program and in collaboration with other programs within the Division. The EHC program is dedicated to strengthening DOH’s understanding of and ability to mitigate environmental health problems. The individual will also provide support, as needed, to the Pennsylvania Environmental Public Health Tracking (EPHT) program, the Pennsylvania Occupational Safety and Health Surveillance (PennOSHS) program, and other ad-hoc assignments. Support may include, but is not limited to, analyzing data, creating and reviewing outreach projects, coordinating with partners, and assisting in evaluation.

This position is funded under the CDC EHC grant (2020-2026).

Specific duties of this position will include:

· Assist Epidemiologist Supervisor in coordinating EHC grant activities, reporting grant metrics and deliverables to the CDC, and designing and performing grant evaluation efforts to ensure successful completion of work plan.

· Support the development and implementation of environmental health interventions, specifically related to mitigating environmental health threats to families with young children and posed by radon exposure, private well water, and/or harmful algal blooms. Develop and deploy relevant surveys, focus groups, and other data collection methods. Analyze data and summarize findings.

· Develop and design environmental health educational materials, including but not limited to infographics, articles, trainings, toolkits, social media messages, newsletter articles, reports, and posters, at the request of Environmental Health team members who will provide the general content for these materials. Materials should be accessible, incorporate adult-learning principles, Culturally Linguistically Appropriate Service (CLAS) standards, and best practices for education and graphic design. Materials should also address gaps identified by stakeholders and the public.

· Use data visualization software such as GIS, Tableau or PowerBI to support the analysis and dissemination of environmental data using maps, dashboards, and other visualization products.

· Maintain and update Environmental Health webpages on DOH site.

· Facilitate communication with partners and environmental health stakeholders.

· Participate in all relevant internal meetings such as the Environmental Health Advisory Group meetings as well as meetings with external stakeholders and federal partners.

· Perform other duties as assigned.

The DOH reserves the right to reject or remove any unqualified contract staff if they cannot perform their duties at an acceptable level in order to meet the needs of this project.


DRESS CODE

ID must always be worn and must be clearly visible and readable (other than teleworking). The Program Manager shall dress in a manner that conveys professionalism; typically, in a “business casual” style when appearing online or in person.
