Position Overview
The Senior Director (or Director), Maternal Health Programs is accountable for the strategic leadership, operational execution, financial stewardship, and performance outcomes of CINQCARE’s maternal health portfolio in Buffalo, New York. This role leads the HRSA-funded Healthy Start program and CINQCARE’s maternal health grant in partnership with a Buffalo-based Federally Qualified Health Center (FQHC). The Senior Director holds full accountability for grant compliance, budget oversight, team leadership, and measurable improvement in maternal and postpartum outcomes. This leader combines operational discipline, clinical credibility (preferred), and community-centered leadership to ensure maternal health programming delivers measurable impact aligned with CINQCARE’s mission.
Key Responsibilities
1. Strategic & Operational Leadership
- Lead execution of all maternal health programming in the Buffalo market.
- Translate grant objectives into standardized, scalable workflows across outreach, enrollment, care coordination, referral management, and postpartum engagement.
- Establish performance management rhythms (weekly reviews, monthly KPI reporting).
- Drive continuous quality improvement using data to improve maternal engagement and birth outcomes.
- Integrate maternal health services within CINQCARE’s broader Circle of Care model where appropriate.
2. Grant & Financial Accountability
- Serve as the accountable executive for:
- HRSA Healthy Start grant
- Maternal health grant partnership with Buffalo FQHC
- Ensure full compliance with federal, state, and partner reporting requirements.
- Oversee preparation of grant reports, performance submissions, and funder communications.
- Manage annual budget, including forecasting, expense monitoring, and allowable cost compliance.
- Lead audit readiness and corrective action planning as needed.
3. Team Leadership & Performance Management
- Directly lead and develop approximately 15–18 team members across two maternal health programs.
- Provide leadership to nurses, care coordinators, community health workers, doulas, and program managers.
- Establish clear accountability structures, productivity expectations, and performance standards.
- Support workforce development in trauma-informed, culturally responsive maternal care.
- Foster a culture rooted in trust, empathy, operational discipline, and measurable outcomes.
4. Clinical & Community Partnership
- Partner closely with OB clinical leadership to align operational and clinical priorities.
- Preferred: Clinical background (RN, CNM, midwife, or experienced maternal health clinician).
- Represent CINQCARE in community coalitions, public health forums, and maternal health collaboratives.
- Strengthen partnerships with:
- FQHC leadership and care teams
- Local OB practices and hospital systems
- Community-based organizations
- Public health agencies
- Identify opportunities to expand maternal health programming and community reach.
5. Data & Performance Outcomes
- Monitor and improve key performance indicators including:
- Early prenatal engagement
- Postpartum visit completion
- Care plan adherence
- Referral closure rates
- Member retention and satisfaction
- Partner with internal analytics teams to translate data into actionable operational insights.
- Implement corrective action plans when performance gaps are identified.
Scope of Responsibility
- Annual operating budget.
- 10+ direct reports across two grant-funded programs.
- Full accountability for grant compliance and performance.
- Internal operational leadership with measured external representation in the Buffalo maternal health ecosystem.
Required Qualifications
Required
- Bachelor’s degree in Public Health, Nursing, Health Administration, Social Work, or related field.
- 8–12+ years of experience in maternal health, public health, or community-based healthcare leadership.
- Demonstrated experience managing federal or state-funded grants (HRSA preferred).
- Experience managing budgets of $1M+.
- Proven leadership of multidisciplinary teams.
- Strong operational, analytical, and performance management skills.
- Experience serving Medicaid or underserved populations.
Preferred
- Master’s degree (MPH, MSN, MHA, MSW, or related).
- Clinical background (RN, CNM, midwife, or other maternal health clinician).
- Experience working with FQHCs.
- Familiarity with New York State maternal health policy and Medicaid programs.
- Experience implementing quality improvement methodologies.

The working environment and physical requirements of the job include:
In-office work is performed indoors in a traditional office setting with conditioned air, artificial light, and an open workspace. Travel to and work in office is required.
In this position you will need an to communicate with customers, vendors, management, and other co-workers in person and over devices, sometimes with people who are agitated. Regular use of the telephone and e-mail for communication is essential. Sitting for extended periods is common. Must be able to receive ordinary information and to prepare or inspect documents. Lifting of up to 10 lbs. occasionally may be required. Good manual dexterity for the use of common office equipment such as computer terminals, calculator, copiers, and FAX machines. Good reasoning ability is important. Able to understand and utilize management reports, memos, and other documents to conduct business.
