Founded in 1968 to meet the post-secondary and continuing education needs of Cecil County residents, Cecil College has been serving the community and shaping its future for nearly 50 years. The College is governed by a Board of Trustees appointed by the governor. The College’s fifth president, Dr. Mary Way Bolt, reports directly to the Board of Trustees.

Cecil College is centrally located in Maryland’s most northeastern county, just one half mile from Interstate 95. It is easily accessible from Philadelphia and Baltimore, as well as from Wilmington, Delaware.

With a diverse student population, Cecil College enrolls approximately 2,500 credit students and 3,400 non-credit students. Cecil offers associate degrees, certificate programs and non-credit classes. Cecil offers a variety of associate degree and certificate programs.

GENERAL RESPONSIBILITIES:

The Program Specialist for Workforce Development is responsible for coordinating program-specific operations, implementing processes, preparing reports, providing instructor and student follow-up, and serving as the first point of contact with students, staff, agencies, site representatives, and partners. The program specialists manage programs so students, employers, and agencies' needs are met; cancellations, refunds, and costs are minimized, and revenue and FTE are maximized.

Due to the need for regular interaction with students, employees, and the college community, this position requires an on-site presence. However, it is also eligible for telework in accordance with the Telework Policy.

SPECIFIC DUTIES INCLUDE:

  • Coordination and oversight of various class locations. Presence at various class sites is required. Acts as resource liaison to workforce training worksites for class management issues, instructor assignments, etc.
  • Assists the Program Coordinator in identifying relevant workforce training and continuing education programs.
  • Coordinates and manages courses and programs for contract training activities and workforce programs, including coordination of course paperwork, facility, equipment, instructional materials, and production of in-house materials. Ensure accurate enrollment of students and troubleshoot any specific enrollment issues with staff.
  • Actively participates in departmental meetings by providing thoughtful and productive contributions to discussions.
  • Draft contracts and associated paperwork. Acts as liaison to clients, trainers, consultants, vendors, and other college staff.
  • Ensures input of workforce development data and information in the appropriate college computer system(s). Create and generate reports for the College's use as needed. Maintains individual files and program database files to document student progress and job placement as per funding agency regulations.
  • Researches curriculum, training methodology, delivery modalities, media/book selection, and other contract training topics.
  • For campus or off-site training events, coordinates facility selection and preparation and acts as host to specific events as requested by the Program Coordinator of Workforce or Dean. Provides support to instructors, consultants, and clients to ensure that classes are conducted as contracted and learning is assessed.
  • Ensures the collection, processing, and analysis of participant and instructor/trainer evaluations. Develops spreadsheets, charts, forms, and reports for the Program Coordinator, clients, and instructors on a timely basis.
  • Grants administration support
  • Assess all approved grant project needs and work independently to determine specific facility and equipment requirements, purchase or duplicate instructional materials, and maintain correspondence with company representatives and facilitators. Keeps the Program Coordinator informed of all developments on a timely basis.
  • Oversee the submission of all required paperwork. Coordinates class enrollment, ensuring student progress is tracked and appropriately recorded as required.
  • Prepares paperwork for signatures, ensuring that deadlines are met.
  • Follows up with client organizations on invoicing and payment schedules.
  • Assists in drafting grant reports, including financial, accounting, and participant enrollments. Maintains direct contact with organization representatives, the college business office, and instructors/trainers to ensure data and information are submitted on time.
  • As needed, provides customer service for non-credit registration, walk-ins, email, and phone support. Assist with student registration input.
  • Promotes program and student success through providing information and advisement, answering questions, addressing concerns, and resolving issues regarding programs and their requirements.
  • Serves on college committees and teams as required. Participates in professional development and other training programs as recommended.
  • Coordinate class materials and prepare courses for course entry, including room scheduling and development of CC-10's for state approval of new courses.
  • Provide short-term office management duties if the Program Coordinator is unavailable.Performs other duties as assigned by the Program Coordinator for Workforce Development.

REQUIREMENTS

  • Education: A bachelor's or associate's degree in business, accounting, education, or a related field is required.
  • Proficiencies: Proficient in using Microsoft Office software, including Word, Excel, PowerPoint, and Outlook, with the ability to create and use high-end charts, spreadsheets, and databases.
  • Experience: At least three years (or five with an Associate's) of full-time experience in customer relations, customer service, accounting, budgeting, training, education, project management, or a related field.
  • Skills/Training: Strong verbal communication, writing, and editing skills. Must be versatile, creative, and capable of carrying out a variety of tasks with a minimum amount of supervision. Must be capable of managing details and multiple projects and assignments. Must be a collaborative team player, have a positive disposition, and exceptional interpersonal skills. Must demonstrate an ability to work effectively with office staff, faculty, students, and community members. Ability to make public presentations to community groups. Grant writing, administration, and curriculum design experience are highly desired but not required. Must demonstrate commitment to diversity and inclusion and establish and maintain positive learning environments for customers and collaborative relationships with colleagues.
  • Scheduling: Must be flexible to work a varied schedule during critical periods, including evenings, Saturdays, and Sundays. Effective communication with the Site Coordinator and instructors will be necessary during evening class times as needed.
  • Travel Requirements: This role requires travel to various class locations, including the Cecil County School of Technology, Safe Harbor Bohemia Vista, and Cecil College's North East Campus.
  • Physical Demands: This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one that involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally and other sedentary criteria are met.
  • Work Environment: Work environment involves everyday risks or discomforts that require standard safety precautions typical of such places as offices or meeting and training rooms, e.g., use of safe workplace practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
