Starting salary, DOE $66,399 - $72,797

General Statement of Duties

The Operations Team Lead deploys, optimizes and maintains an Enterprise class Computing Environment. This position monitors system performance, and system configuration to optimize performance. The Operations Team Lead works closely with, well as serve as a liaison between, Operations and the Development teams in designing and creating a forward looking IT strategy.  The Operations Team Lead will assist with collaboration efforts between Operations and Development to ensure Canyon County Information Technology PMO (Project Management Office) can meet deadlines.

Classification Summary

The work is performed under the general direction of the Operations Manager, but considerable latitude is granted for the exercise of independent judgment and initiative. Effective communication with elected officials, department heads, end-users and all IT personnel is paramount. Responsible for working with the Operations and Development teams to fulfill the vision of the Information Technology CIO / Director.

Essential Duties and Responsibilities

  • Evaluates, tests, and deploys new Server Infrastructure;
  • Performs installations, updates, and routine maintenance of Server Systems;
  • Monitors system performance and drives changes to optimize systems;
  • Protects County Data and Processes through Access and Recoverability Policies and Systems;
  • Provide data on estimates, tasks, and schedules.
  • Maintain and provide system software documentation.
  • Recommend use and/or installation of new system components, releases, or upgrades.
  • Protects County Data and Processes through Access and Recoverability Policies and Systems;
  • Identifies need and provides training to other team members to ensure required coverage for mission critical Infrastructure Systems;
  • DevOps Experience including Code Deployment, Infrastructure Maintenance, and System Monitoring in a Windows Environment.
  • Knowledge of Web App deployment, source code control, development process, and SQL Administration
  • Knowledge of troubleshooting abilities with the ability to work with Microsoft server, application logs, and debugging procedures.
  • Must have a strong desire to lead others, grow yourself, and accomplish goals.
  • Strong foundation in Windows server operating systems or Windows/Linux application development (Windows is preferred).
  • On-Call Coordination is required of the position in an escalation 24x7 process within Canyon County.
  • Coordinate with the IT Project Management Office (PMO) to fulfill project tasks, coordination of work, and assist to determine reasonable deadlines.

Knowledge, Skills and Abilities:

Knowledge of:

  • Extensive knowledge of Microsoft Windows server and server applications.
  • Advanced knowledge of common enterprise IT technologies and operations including:
  • Windows Platform Administration.
  • Microsoft Exchange Design and Administration.
  • Understanding of Interoperability of Networks and Server Systems.
  • Strong Active Directory knowledge.
  • Strong knowledge of Virtual Environments, VMWare or Hyper-V environments a plus.
  • Common Systems software administration such as SQL Server, IIS, and Enterprise Anti-Virus products a plus.
  • Understanding of Development Methodologies and Project Management

Ability to:

  • Work cooperatively and constructively with fellow workers and members of the public to provide public service of the highest quality and quantity;
  • Be highly self-motivated;
  • Analyze and evaluate existing business processes and needs;
  • Effectively prioritize and execute tasks in a fast-paced, high-pressure IT Operations Center;
  • Communicate with or between Management Teams clearly and in an organized manner.

Acceptable Experience and Training

  • High school graduate or GED certificate  required
  • Bachelor of Science in Computer Science
  • MCSE or equivalent formal training;
  • 4+ years Infrastructure Systems Administration experience;
  • 8+ years in a systems administration or application development role.
  • 2+ years of demonstrated leadership experience.
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Special Qualifications

  • Must possess a valid Driver’s License;
  • Must successfully complete a background investigation through the National Crime Information Center (NCIC).
