Development Services Technician

Job Summary

The Development Services Technician position provides front-line customer service and manages intakes and processing tasks within the Development Services Department (DSD). This role is crucial for addressing a variety of questions, processing permits and applications, handling building inspection requests, and supporting the department’s functions. The position requires a high level of independent judgment and involves review, issuance of development permits, and scheduling inspections. This role supports all DSD divisions, including building, planning and zoning and engineering. This position is expected to exhibit superior customer service and problem-solving skills.

Key Responsibilities:

· Customer Service

o Determines customer needs through interaction and research, and provides follow-up services either through personal assistance, routing or escalating to others, or referring to outside agencies

o Provides clear explanations and interpretations of various technical details related to the development process including permits, land use and zoning designations, allowed uses, basic county code applications, setback requirements, private road and driveway code provisions, floodplain regulations, and third-party agency requirements. Refers customers to other team members or divisions as needed for additional assistance


· Permit Processing and Building Inspection

o Electronically and in person, intakes and accepts all department applications by ensuring documents are complete with required materials, signatures, stamps, or other information;

o Conducts research and communicates project or application status including prior decisions or conditions from online internal systems

o Conducts completeness reviews for building permits, planning and zoning applications, flood plain requests, and engineering applications. Performs additional data entry and processing steps as needed

o Determines fee amounts according to the adopted schedule and applies to permits and applications


· Documentation and Record Keeping

o Receives payments, reviews billings, records account information, and reconciles payments daily

o Prepares, distributes, and maintains a variety of documents, correspondences, call logs, applications, records, reports, and related documents

o Provides data entry, typing, scanning, and filing in support of department functions



· Interdepartmental Coordination

o Conduct research and communicate project or application status, including prior decisions or conditions from online internal systems

o Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities

o Determines what level of expertise and/or team members are needed to resolve customer’s inquiries


· Other Duties

o Performs all work duties and activities following County policies, procedures, and safety practices

o Lead or assist with special projects or additional tasks as assigned

Job Requirements

Ability to:

· Deliver excellent customer service by communicating effectively, both verbally and in writing

· Quickly acquire knowledge of development-related terminology, processes, and codes related to planning, zoning, and building through on-the-job training

· Apply logical and creative thinking to develop solutions based on written specifications and/or oral instructions

· Maintain a professional demeanor while responding courteously to customer inquiries. Effectively defuse situations as needed, and assess customer needs effectively

· Read and interpret county codes and processes related to zoning, building, and engineering requirements. Communicate complex concepts in clear, easy-to-understand terms

· Interpret maps, legal documents, and written materials; record and verify geographical information

· Demonstrate high attention to detail, particularly in record-keeping and filing practices and procedures

· Manage multiple tasks simultaneously and accurately under tight deadlines

· Operate a variety of standard and department-specific office equipment and software programs, including personal computers and relevant applications for assigned tasks

· Build and sustain working relationships with county employees, supervisory personnel, state, and local elected and appointed officials, and the public

Special Qualifications

· ICC Permit Technician certification is preferred, however, if not in place at hiring, will be required within 18 months years of hire date

· Must successfully complete a background investigation


Experience and Training

· High school diploma or GED equivalency is required

· Two (2) years’ customer service experience, including cash handling, required, which may include general clerical work, record management, or government services; preferably in a construction, real estate or development-related field

· Experience in a regulatory environment, building, public works, planning, or similar environment or prior permit technician experience preferred

· Equivalent combination of experience and training may be considered

Essential Physical Abilities

· Clear speech and hearing ability, with or without an accommodation, to follow verbal instructions and communicate effectively by phone and in person

· Visual acuity, with or without an accommodation, to read instructions, review and organize documents

· Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks
