General Statement of Duties

Performs a variety of administrative and supervisory duties to maintain the required processes, procedures and protocols of the Court Clerks; maximize employee performance, create a positive work environment and organizational efficiencies; performs related work as required by the Director of Court Operations.  This description applies to four areas:  In-Court Clerks, Criminal Division, Civil Division and Traffic/Finance Division.

 

Classification Summary

This position performs administrative and supervisory duties directing and coordinating complex clerical, judicial and office support duties following established guidelines and procedures to expedite and maintain the processes, procedures and protocols of the District and Magistrate Court.  The work is performed under the general direction of the County Clerk and direct supervision of the Director of Court Operations.  Supervision is exercised over subordinate court clerks.  The principal duties of the class are performed in a general office and courtroom environment.

Essential Duties and Responsibilities (may vary with assigned area)

  • Assists with the administration of the daily clerical, judicial and office support functions of the District and Magistrate court system;
  • Assists with the recruiting, supervision evaluation and direction of work of subordinate employees, assigns and sets project priorities, monitors workload and work for timely completion with legal standards, guidelines, and for accuracy;
  • Performs special assignments and assumes responsibility for special projects, as assigned;
  • Assist with monitoring staff compliance with ethical and competency standards including, but not limited to, position misuse/abuse, confidentiality, conflict of interest, political activity, job performance and related issues;
  • Schedules and maintains court schedule and calendars for assigned judges and related court personnel; including Grand Jury, Drug and Mental Health Courts or other alternative court hearings to be held;
  • Tracks case files to ensure hearings and proceedings are held in accordance with prescribed timelines;
  • Oversees the processing of traffic, misdemeanor and felony criminal cases; district and magistrate civil cases; Grand Jury Indictments and related proceedings filed in District and Magistrate Court including but not limited to, opening new case files; receiving, logging and filing case files and documents copies; and entering hearing dates into Court calendars;
  • Executes confidential commands in the central records system (Case Management System) for subordinates;
  • Oversees the receiving and processing of all court money; ensure the overdue processing is completed; accepts pleas on citations, including opening files, scheduling court appearances and notifying affected parties; disposition cases on change of plea or payment of fines/fees;
  • Assists with the administration and implementation of Court policies and procedures related to clerking and general judicial support functions including evaluation of current policies and procedures, consulting with judges and other affected parties, and recommending changes and improvements;
  • Monitors and tracks exhibits, ensuring the integrity of the exhibit record and security and custody of exhibits;
  • Reviews and approves time sheets;
  • Oversees training in assigned areas; performs training needs analysis; evaluates current training programs; works with technical staff on development of new training;
  • Assist deputy clerks with challenging clients;
  • Answers inquiries, provides information on scheduling and other court proceedings, locates files, provides documents, and prepares copies, including certified copies to the public, judges, attorneys, court personnel, law enforcement agencies and other interested and affected parties;
  • Performs all work duties and activities in accordance with County and Court policies, procedures and safety practices.

  • Performs as backup to all subordinate personnel;

  • Performs duties in County Clerk’s areas as required.

 

Knowledge, Skills and Abilities

Knowledge of:

  • Court and judicial system operations, processes, procedures, protocols, terminology and policies, with emphasis on the functions and duties of the Clerk of the Court;
  • Applicable Federal, State and local Court codes, ethical standards and guidelines;
  • Applicable Court requirements and current methods and techniques of record and file creation and retention;
  • Customer service procedures, techniques and objectives;
  • Operation of standard and specialized office equipment;
  • Operation of a personal computer and job-related software, including all specialized Court computer records and case management systems;
  • Preparation and maintenance of records, files, reports, court calendars and schedules;
  • English, grammar, spelling, punctuation and composition;
  • Cash handling, bookkeeping and accounting practices and procedures;
  • Basic mathematical processes;
  • Current office management practices and procedures;
  • Employee recruiting, training, supervision, grievance, and evaluation techniques, methods and objectives.

Ability to:

  • Direct the complex operations and functions of a Department to provide support and maintain the processes, procedures, and protocols of a Court system;
  • Interpret and apply Court and legislative policies, procedures, guidelines, mandates and standards;
  • Maintain and prepare files, reports, documents, correspondence, records and databases;
  • Operate standard office equipment, a personal computer, and program applications appropriate to assigned duties;
  • Establish and maintain effective working relationships with judges, the public attorneys, court personnel, law enforcement agencies and personnel, local elected and appointed officials, and subordinate and other County employees under occasionally stressful conditions;
  • Perform complex cash handling, book keeping and accounting functions;
  • Recruit, train, supervise, direct and evaluate employees;
  • Communicate effectively both orally and in writing;
  • Perform a variety of duties and responsibilities, with accuracy and speed under the pressure of time sensitive deadlines;
  • Perform multiple tasks simultaneously, including handling interruptions, and return to and complete tasks in a timely manner;
  • Perform time management and scheduling functions, meet deadlines, and set project priorities;
  • Work well under pressure and maintain a calm and professional demeanor, under stressful or adversarial conditions;
  • Maintain Individual and Court confidentiality.

 

Acceptable Experience and Training

  • High school diploma or GED equivalency with course background in office skills required; and
  • Five (5) years preferred court clerk position experience, with supervisory experience preferred; and
  • Two (2) years of experience in assigned area;
  • Specialized court clerk training obtained through professional workshops and seminars required; or
  • Must successfully complete background investigation through the National Crime Information Center (NCIC)

Special Qualifications

  • Three (3) years of experience in an area of supervision or equivalent combination of training and experience;
  • Any equivalent combination of experience and training providing the knowledge and abilities necessary to do the work

Essential Physical Abilities

  • Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person;
