Calhoun International is seeking individuals to provide support services to the National Guard Bureau (NGB) Force Structure, Resources and Assessments Directorate (NG-J8). Services will support the overall operational objectives of the NG-J8 and National Guard offices located at Combatant Commands (COCOM) whose AOR includes one or more of the 54 states and territories with NG forces, as well as COCOMs where the NGB Joint Staff has a need to establish a J8 liaison function, such as JFCOM. Detailed knowledge/experience working with current NG Joint capabilities to include Joint Force Headquarters-State (JFHQ-State), The Critical Infrastructure Program-Mission Assurance Assessment (CIP-MAA), Joint Integrated Training Capability (JITC), and the Chemical, Biological, Radiological/Nuclear and Explosive (CBRNE) Enhanced Response Force Package (CERFP) is required.
Employees shall provide services and deliverables through consultation to the NGB NG-J8. The focus of these services will concern the National Guard (NG) joint capabilities development for Homeland Defense (HD) and Civil Support; the Joint Chiefs of Staff Joint Capability Integration and Development System (JCIDS) process; Planning, Programming, Budget and Execution (PPBE); NGB Corporate Process, NGB Joint Program Management, DoD strategic planning processes, Chemical and Biological Defense Program, NG Joint Experimentation, Support for Strategic Analysis, and the Analytic Agenda. Employees will provide capabilities-based analysis to identify NG joint capability needs in terms of doctrine, operations, training, materiel, leadership, personnel and facilities (DOTMLPF), and coordinate the flow of requirements through the NG Corporate Process, provide support for NG Joint Programs throughout the JCIDS process, cost and analyze current initiatives that aid in advocating for resources within the PPBE process, interpret and make recommendations to influence the Quadrennial Defense Review, Strategic Planning Guidance, Joint Planning Guidance, IPLs and Program Objective Memorandums (POM) of the DoD, Services and COCOMs. Employees will also support joint program management to achieve structured force development and plan/coordinate/execute NG engagement in Joint Experimentation.
- Candidates must have a Bachelor’s Degree, as well as a minimum of 8 years’ experience in performing force development/integration related military duties. Force development experience is defined as experience in translating Army materiel requirements into programs synchronized across the DOTMLPF domains in a fiscally constrained environment.
- May require up to a TS/SCI security clearance.
- Desired training/experience includes but is not limited to War College, CGSC, SAMs, major command experience with programmatic/force development responsibilities, major HQ Staff experience, DoD acquisition experience, and experience at major training areas with employment of new equipment.
