Responsibilities:

  • Contractor personnel shall assess multi-INT collection reporting against requirements and evaluates the efficiency and effectiveness of intelligence collection provided against associated requirements.  Evaluates the execution of collection plans and strategies, assessing the ability to provide reliable and valid intelligence to customers.  Determines its value in answering intelligence needs and impacting customer decision making.
  • Contractor personnel shall find and interpret ISR data sources through the use of statistical, algorithmic, mining and visualization techniques.  Manage large amounts of data, merge data sources, ensure consistency of datasets, create visualizations to aid in understanding data, develop models using data, and present/communicate data insights/findings.  Create tools and processes to extract, filter, characterize, and display the information when required.
  • Contractor personnel shall assist with the development of the methods and criteria used to evaluate fulfillment of collection requirements using Measure of Effectiveness (MOEs), Measures of Performance (MOPs), response to collection plans and strategies, etc.  Systematically evaluates satisfaction of CR against evaluation methods to provide meaningful feedback to key players in the joint intelligence process.  Develops recommendations for improving collection management based on qualitative and quantitate assessment data.  Apply as well as Lean Six Sigma processes as appropriate.
  • Contractor personnel shall identify collections gaps, trends and opportunities; assesses trade-offs, tests assumptions, and produces original and incisive judgments, solutions, and recommendations to better refine collection.
  • Contractor personnel shall provide analysis required by Collection Strategists, Intelligence Planners, and Collection Enterprise Architects to identify gaps in current methods and to model future scenarios.
  • Contractor personnel shall design and advocate for collection architectures or press that support the satisfaction, or improvement, of collection requirements throughout the intelligence process.
  • Contractor personnel shall examine all aspects of collection management for opportunities to incorporate leading edge concepts, best practices, and innovative techniques (e.g. sequencing, cross-cueing, dispersing and massing assets) in a multi-INT environment.

Requirements:

  • Bachelor Degree with Ten (10) Years of Intelligence Analysis experience which includes a demonstrated focus and proficiency in Collections Requirements Management; Twenty (20) Years of Relevant Experience might be considered in Lieu of Degree
  • Must be knowledgeable and well versed in analytic tradecraft and experienced in continuously accessing, reviewing, collating, corroborating, analyzing and maintaining a wide variety of collections requirements management reports, finished intelligence products/reports and intelligence/operational data necessary for the J2 to fulfill its intelligence analysis, production, application and dissemination responsibilities, which include written and/or oral delivery.
  • Must have a wide range of knowledge, concepts, principles and practices in collections requirements management issues and the skill to apply this knowledge to difficult and complex work assignments.
  • Requires a demonstrated familiarity with applying analytical and evaluative techniques for developing new or modified intelligence work methods, approaches or procedures; too include the identification, evaluation and recommendation of solutions to complex issues and/or problems.
  • Must be willing to work rotating shifts and be willing and able to deploy for up to 179 days to the USCENTCOM AOR as determined by the Program Manager and Contracting Officer Representative (COR) 
  • Must be willing to live and work in a potential hostile environment as designated by the U.S. Government
  • Must have a Current U.S. Passport that will not expire within 6-Months of Start Date.

  • Top Secret Level Clearance with SCI Access and ability to pass a CI polygraph
