Calhoun International is seeking qualified Collection Operations Manager to support the INDOPACOM J2X and JIOC in Hawaii. The Collection Operations Manager collaborates with collection requirements managers, analytic elements and consumers to ensure HUMINT collection operations have the necessary focus and guidance to maximize time and resources allocated. Applies intelligence collection systems and capabilities to inform intelligence collectors and consumers of collection developments and relevancy through a range of products. Collaborates across the
IC to understand consumer intelligence needs and gaps to optimize developing collection operations tailored to the requirements of the customer. Works with collectors and all-source analysts to evaluate the efficiency and effectiveness of
multi-INT collection against requirements; and the execution of collection plans and strategies to generate reliable intelligence relevant to consumer needs. Assists the J2X Theater Source Manager, component and enterprise source managers. Coordinates INDOPACOM Service component, Military Service, SOF, and IC exploitation activities in the INDOPACOM Theater. Coordination includes ensuring J2X and J2 senior leaders are aware of ongoing and planned exploitation-related activities and staffing exploitation-related information papers to INDOPACOM J2/J3. Assist J2X in developing and implementing a Theater Exploitation Strategy, to include proposed theater exploitation architecture, CEM flow design, and SOP for exploitation purposes.
- Minimum 12 years of experience as a Counterintelligence professional with at least a portion of the experience within the last 2 years. Master’s degree from an accredited college or university accredited ; as a substitute to the Master’s degree requirement, employee must have a Bachelor’s degree from an accredited college or university, and an additional 5 years of related senior experience, for a total of 17 years.
- Graduate of in-residence basic Human Intelligence Collection course to include, but not limited to, Defense Strategic Debriefer Course (DSDC) or Military Service equivalent.
