     The Senior Program Manager has overall responsibility for the direction and success of multiple program and/or sites as assigned (this description may also apply to single programs considered larger in scope due to budget size and/or clients served) by performing the following duties.

  • With management team, plans and implements support service programming and program improvements; develops program policies and procedures.
  • Accountable for assuring that funding and funder requirements are met with respect to use of funds, staffing and program deliverables for each program as well as for the program group as a whole.

  • Participates in budget planning, tracks expenses evaluates costs, and considers ways to implement cost-effective operations.
  • Ensures program sites are clean, safe, and properly maintained; ensures program building(s) are in compliance with building and fire codes.
  • Develops and maintains inter-agency and community relationships; represents VOALA with funders and community leaders.
  • Plans, develops, and maintains collaborations with social service, medical, re-entry, mental health providers and any other community partnerships.
  • Formulates effective program measurements, outcomes, and data gathering procedures.

Supervisory Responsibilities:

Manages 2-7 supervisors and/or managers who supervise a total of 20-50 employees in Adult Services (depending on the size and scope of the program(s) managed). Is responsible for the overall direction, coordination, and evaluation of these program(s).
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience 

Bachelor’s degree in Social Work, Human Services or another directly related field. from an accredited university and five years’ experience in related field; or equivalent combination of education and experience.  Master’s strongly preferred.  

Language Skills 

Ability to read, analyze, and interpret common technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publications that confirm to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills

Ability to work with mathematical concepts such as statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral or schedule form.

Computer Skills

  • HMIS, or other program-related software
  • Microsoft Office Suite
  • Strong skills in Microsoft Excel and Microsoft Word

Certificates, Licenses, Registrations

  • Valid California driver’s license, reliable vehicle and adequate insurance coverage.
  • Tuberculosis Screening
  • American Live Scan
  • Immunizations as required
