Upward Bound

Upward Bound is one of seven federally-funded TRiO programs. The Upward Bound program was established to provided fundamental support to participants in their preparation for college entrance.  The program provides opportunities for participants to succeed in their pre-college performance and ultimately in their higher education pursuits. Upward Bound serves high school students from low-income families and high school students from families in which neither parent holds a bachelor's degree.  The goal is to increase the rate at which participants complete the secondary education and enroll in and graduate from institutions of post-secondary education. Upward Bound Pacoima’s target school is San Fernando High School.

JOB SUMMARY AND PURPOSE

The Project Director is responsible for the management of project activities, supervision of project staff, compliance with federal and agency requirements, record keeping of fiscal and student data, and evaluation of project objectives

DUTIES AND RESPONSIBILITIES

  • Responsible for implementing all program objectives related to the execution of grant application
  • Recruiting, hiring, training, and supervising project staff
  • Communicate with federal program analyst and respond to requests regarding program operation in a timely manner
  • Managing an annual budget
  • Inputting and maintaining the participant database (Bluemen)
  • Preparing and submitting Annual Performance Report by the government published deadline
  • Development of non-federal resources to support project activities
  • Ensure the expenditures are cost effective, and allowable per EDGAR regulations
  • Collaborate and maintain ongoing relationships with other TRIO programs, target schools, and community agencies
  • Development and implementation of the Summer Program, and Academic Year Program
  • Live on campus with students during residential program as needed
  • Overseeing the development and implementation of the tutoring component
  • Other duties as required and is subject to change at any time

Qualifications

REQUIREMENTS:

  • Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications

EDUCATION:

  • Master's Degree in education, counseling, or public administration from and accredited university

EXPERIENCE:

  • Minimum of 2 years of experience in the areas of staff supervision; budget management; program development and evaluation; reporting and compliance with federal regulations
  • Minimum of 3 years of relevant professional experience working in a TRIO Federal program or similar program with disadvantaged and at-risk students

KNOWLEDGE:

  • Knowledge of academic advising services, development of individualized services plans; and college, career, financial aid, and economic literacy services
  • Knowledge of applicable federal, state, local, rules and regulations

TECHNOLOGY SKILLS:

  • Strong computer and Microsoft operating system navigation, including Outlook, Office, Word, Excel, and PowerPoint

SKILLS AND ABILITIES:

  • Ability to develop budgets and monitor expenditure
  • Ability to plan, hire, supervise and evaluate the work of others

INTERPERSONAL CHARACTERISTICS:

  • Have a client centered approach to customer services for the disadvantaged
  • Prompt, collaborative/team player, adaptable, communicator, organized, consistent, and compassionate

PREFERRED QUALIFICATIONS:

  • Bilingual in English and Spanish (written and verbal)
