About TRiO Upward Bound:

Upward Bound is one of seven federally-funded TRiO programs.  Established under the Higher Education Act of 1965, Upward Bound provides fundamental support to participants in their preparation for college entrance. The program provides opportunities for participants to succeed in their precollege performance and ultimately in their higher education pursuits.  Upward Bound serves: high school students from low-income families; and high school students from families in which neither parent holds a bachelor’s degree. The goal of Upward Bound is to increase the rate at which participants complete the secondary education and enroll in and graduate from institutions of post-secondary education. Currently, there are approximately 800 projects providing services to over 60,000 students.  Upward Bound is administered by the U.S. Department of Education’s Office of Post-secondary Education.

                                                            Position is Open Until Filled


The Project Advisor is responsible for preparing selected Upward Bound high school students to be future college graduates.  The Project Advisor will ensure that 62 participant on his/her caseload will achieve the following by the end of 12th grade: (1) Ensure students are striving for high GPA's (minimum 2.5) (2) Enroll and complete in a rigorous program of study. (3) Maintain secondary school retention/graduation rates. (4) Improve academic performance on standardized tests, and competitive scores on college entrance exams. (5) Increase post-secondary enrollment rates for four year colleges/universities. (6) Promote college degree attainment within six years.


  • Work as a team alongside your Director as well as all Tutors and Instructors; Ensure communication between staff is constant, clear and timely
  • Recruit, select, enroll, and manage caseload of 62 participants
  • Advise participants on A-G requirements, high school graduation, college admission, and financial aid and scholarship programs
  • Develop and implement workshops/seminars on college and career planning, financial literacy and personal development
  • Must meet program’s objectives annually
  • Accurately document services and activities provided and ensure they are turned in on time
  • Plan and conduct college tours including some overnight trips
  • Develop and monitor participant progress towards stated goals/objectives for grades 9-12
  • Monitor participants’ academic progress for grades 9-12
  • Visit target school to monitor participant progress and assist school personnel with college planning process as needed
  • Coordinate the tutoring component for the program
  • Ensure participants complete required weekly tutoring hours, including Cyber tutoring
  • Ensure participants are engaged in all required services as outlined in the approved grant
  • Assist with the collection of data for Annual Performance Report (APR)
  • Maximize student participation for Saturday Academy
  • Assist with the development and implementation of the six weeks Summer Non-Residential Program
  • Prepare and submit weekly reports on time
  • Attend scheduled meetings
  • Collaborate with other outreach programs with similar goals as TRIO Upward Bound as necessary
  • Most responsibilities should be meet within the 40-hour work week; however, you should expect overtime
  • Other duties as assigned


  • Bachelor’s Degree required (Master’s Degree Strongly Preferred) in Education, Higher Administration, Counseling/Social Work, OR any other appropriate field related to program objectives
  • Minimum of two years of appropriate and relevant professional experience working in a TRIO federal program OR any other similar program/project with low-income and potential first-generation college students (grades 9-12)
  • Must be Bilingual (English/ Spanish)
  • A willingness to learn new approaches, to be trained by Director and outside consultants, and be coachable
  • Experience advising and assisting students with the college admission and financial aid process
  • Formal training and/or work experience in preparing students for post-secondary admission
  • Knowledge of academic advisement in a college preparatory program
  • Demonstrated ability to effectively maintain a caseload of project participants who receive the services and activities as indicated on their individual plans while ensuring documentation is submitted on time to Director
  • Knowledge of basic computer skills including Microsoft Office software
  • Transportation to visit target schools as well as other Volunteers of America sites
  • A valid California driver’s license is required
  • Must be able and willing to provide fingerprinting clearance documentation
