SSVF promotes housing stability to homeless or at–risk–of–becoming homeless Veterans and their families. The goal of the SSVF program is to provide clients with the skills necessary to maintain long term, independent living. SSVF is a short-term crisis intervention program, with services to include case management, housing and financial counseling, and assistance in obtaining benefits and services. For individual Veterans and those with dependents.
 

Position Overview: Program Manager III reports to the Associate Director, Veteran Services and will execute the SSVF grant according to contract and budget guidelines. This includes overseeing resources and coordinating the efforts of SSVF team member including VOALA sub-contractors, community partners, and ongoing outreach as it pertains to veteran household population. The Program Manager III will assure the all goals and objectives are accomplished according to plan.

Responsibilities:

Under general supervision, the Program Manager III for SSVF LA:

  • Develop and manage project budget, development, performance goals, and service delivery for SSVF programs in accordance with stated SSVF grant requirements
  • Train, coach, and manage SSVF team on program requirements, tools, and methods to meet those requirements
  • Manage staff teams located at Compton, West Covina, Boyle Heights, and any other work sites determined to be effective for Veteran outreach
  • Prepare monthly budget reports and proposals
  • Estimate the resources the participants may need in order to achieve project goals
  • Communicate with funder on an ongoing basis
  • Collaborate with community partners for services and housing opportunities to program participants
  • Develop program policies, procedure plans, and associated communications documents
  • Effectively Communicate project expectation to team members and senior management in a timely and clear fashion
  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans
  • Monitor and verify services provided to each participant on a regular basis, determining quality and effectiveness of services provided
  • Ensure SSVF program interim and final goals and requirements are achieved
  • Delegate tasks and responsibilities to appropriate personnel
  • Coach, mentor supervise project team members and influence them to take positive action and accountability for their assigned work
  • Develop best practices and tools for project execution and management
  • Collaborate with other VOALA programs and community partners and representing the interests of the agency, the program and its participants in all networking and public relations opportunities
  • Effectively prioritize and execute tasks in high pressure situations
  • Able to create and analyze budget, reports, and program goals

Requirements:

 Education:

  • Bachelor’s Degree

Experience:

  • Program Management Experience minimum of 4 years
  • Staff Management/Supervision Experience minimum of 3 years

Knowledge:

  • Demonstrated skills working with participants from various backgrounds, particularly veterans, veterans with families, and homeless individuals

Technology Skills:

  • Proficiency with Microsoft Office

Skills and Abilities:

  • Effective and assertive written and oral communications skills
  • Valid California driver's license, insurance and reliable transportation

Preferred Qualifications:

  • Master's Degree in social work, psychology or counseling (preferred)
  • Clarity/HMIS experience (preferred.)
  • US Armed Forces veterans (strongly preferred)
