Program Manager (DOL Re-Entry Young Adults - Santa Ana OC)

We provide a variety of social services to Los Angeles area communities such as Head Start programs, Upward Bound college prep programs, veterans’ services, homeless shelters, low-income housing program as well as drug and alcohol rehabilitation. The Program Manager will work in conjunction with the Program Coordinator and other program staff for the day-to-day implementation of the program and to identify and engage participants that are eligible for DOL Re-Entry Program.

  • Work in conjunction with the Program Coordinator and other program staff to identify program objectives, developing strategic plans to meet or exceed program goals
  • Conduct community assessments and implement plans to build program capacity and expand partnerships to better serve participants
  • Must be able to work with people from diverse backgrounds with an understanding of culturally-appropriate service delivery methods
  • Ensuring effective operation of all program activities
  • Provide appropriate evaluation and reporting of program activities to both funders and VOALA directors as necessary
  • Provide staff leadership, recruitment, performance evaluation and training
  • Maintain and build partnerships and coalitions with other community and government agencies to ensure a network of support and referrals for program participants
  • Complete progress reports and maintain program requirements
  • Meet with Program Coordinator and staff regularly to provide supervision and provide program support


  • Bachelor's degree from accredited college or university (preferred)
  • Experience working with Re-Entry young adults (preferred)
  • At least one year experience of providing supervisions
  • Must be reliable and able to multitask
  • Able to communicate clearly and effectively
  • Must be able to pass a background check
  • Valid California driver’s license, insurance and reliable transportation
  • Effective written and oral communications skills

Additional Requirements

  • Must be willing to travel 25% of the time
  • Must have demonstrated experience providing services to participants from diverse backgrounds (including providing culturally-appropriate services to people of ethnic/racial diversity, members of the LGBTQ community, and clients of varying socioeconomic histories)
  • Bilingual (Preferred)
  • Ability to establish and maintain strong partnerships with employers and community contacts
