Office of Diversion & Re-Entry (ODR)

Volunteers of America – LA, Office of Diversion and Re-Entry has a mission to work closely with social service, law enforcement, health care, and the criminal justice system, to provide a holistic approach to reintegration for our clients.  

VOALA’s Reentry programs are designed to assist incarcerated individuals with a successful transition back to their community after they are released from jail or prison. We support post-incarceration reentry efforts by assisting in job placement, facilitating access to transitional and permanent housing, and providing a myriad of supportive services to help our clients get back on their feet. Current support services include Specialized Case Management Services, Residential Treatment, Community Sanction and Re-Entry Centers, and Day Reporting. These programs work together by giving our clients opportunities to develop self-sufficiency with the ultimate goal of reducing recidivism and improving community growth and safety.

We operate several programs to successfully habilitate eligible individuals by diverting them from the traditional criminal justice system and providing them with the tools they need to lead a productive and law-abiding lifestyle while improving mental health recovery and successful re-entry into the community:

In Diversion and Re-Entry, we evaluate and refer clients to appropriate service modalities where they will receive mental health services and access to various benefits, as well as housing and supportive services. Services include, crisis intervention, case management, transitional housing, and life skills counseling in a field setting. Program participants will be involved with criminal justice system as well as suffering from co-occurring disorders.

Job Summary and Purpose

This position supervises the provision to clients of individualized care through access to service linkages, counseling, treatment planning, and various crisis intervention methods in order to prepare individuals for further success.  This position will manage and oversee clients who have several psychological co-morbidities that must be managed appropriately for a successful re-entry into society.  The ODR is responsible for managing the most complex client cases.  

Responsibilities:

  • Maintain strict confidentiality of employees, participants, company and vendor’s data and handle sensitive and critical information with professionalism and discretion
  • Participate in long and short-term program development and planning
  • Must be able to work with people from diverse backgrounds with an understanding of culturally-appropriate service delivery methods
  • Monitor program activities to ensure quality and accuracy of program contractual obligations and other commitments
  • Manage and coordinate programmatic monthly meetings with staff and serve as liaison for the Probation Department
  • Direct a full range of professional and para-professional employees in efficient program operations
  • Evaluate program effectiveness and make recommendations to senior management for program changes and improvements
  • Advise senior management regarding future program direction
  • Develop and maintain inter-agency and community relationships
  • Collaborate with other Adult Services program staff to formulate plans for effective program activities
  • Coordinate in-service training events for staff
  • Monitor program compliance to funding sources' regulations as well as internal policies and procedures
  • Oversees and Manages program budget
  • Builds and maintains relationships with funder representatives
  • Establishes and collaborates partnerships with community, funding sources and other VOALA resources
  • Monitor program compliance to VOALA policies and required procedures; maintains documentation of all program procedures
  • Coordinate outreach and collaboration efforts with community partners and landlords
  • Coordinate supportive services for adults with chronic or complex health and/or behavioral health conditions
  • Assist program manager with implementing policies, procedures and forms that facilitate the effective operation of intensive case management and delivery of high quality services
  • Other duties as assigned

Requirements:

Education

  • Bachelor's degree (B. A.) from four-year college or university

Clearances

  • Must be able to pass Los Angeles Sherriff Department (LASD) background check

  • Valid California driver's license and have reliable transportation

  • Approval of Department of Health Service (DHS) 

  • TB Test

Experience

  • 4-5 years of experience working with re-entry population, individuals experiencing homelessness, and/or special needs populations

  • Prior experience as a supervisor or team leader managing 10 or more individuals with diverse backgrounds

Knowledge:

  • Must be CHAMP certified (HMIS System) once designated within 3 months of employment. 

Skills and Abilities

  • Proficiency with Microsoft Office

  • Effective written and oral communications skills (English)

  • Proficiency in MS Word and Excel as well as Internet use

  • Flexible and willing to work weekends/evenings as necessary

Preferred Skills for this Position:

  • Master's degree in relevant field preferred
