The Evaluation Department assesses the effectiveness of our programs through consultative approaches coupled with extensive data analysis.  Based on results, the Evaluation staff works with the program to identify and implement strategies and processes for continuous improvements.


The Internal Evaluator will:

  • Conduct continuous quality improvement (CQI) and impact evaluations
  • Develop program theory and create associated logic models and process maps
  • Determine data collection and methods for evaluation projects
  • Identify outcome measurements and develop assessments, as necessary
  • Support program capacity building by streamlining program systems and identifying database needs
  • Identify evidence-based models to help programs and meet grant requirements
  • Assist with grant development by need assessments and evaluation designs
  • Identify resources for program staff
  • Conduct advanced statistical analyses
  • Help disseminate best practice of VOALA to the general public


  • Master's degree in social services, public health or equivalent
  • Minimum of 3 - 5 years of experience in program evaluation, data management and training on data management
  • Minimum of 3 years of experience in program evaluation and/or data management in a community based organization
  • Proven knowledge and experience with project management, research and statistical analysis methodology
  • Working knowledge of evaluation practices and human development needs theories
  • Experience with group facilitation preferred
  • Excellent oral and written communication skills
  • Understanding of theory behind evaluation practices to help create appropriate evaluation design
  • Understand the theory behind human developmental needs to ensure properly represented in program design and measurement

  • Knowledge behind effective programming practices
  • Understanding of population being served
  • Ability to conduct needs and assets assessments
  • Present research at conferences
  • Familiarity with CQI processes and techniques
  • Experience with curriculum development and teaching
  • Valid California driver's license and current, full coverage auto insurance
