Homeless Youth Emergency Services and Housing Program

California has the highest rate of homelessness in the United States, and commensurately, a high incidence of Runaway, Homeless and Street Youth (RHY).  VOALA has worked tirelessly to develop a full continuum of services for RHY, and is now the leading provider of services for homeless youth in Los Angeles County.  The focus of our efforts for Transitional Age Youth (TAY) is helping them achieve independence, residential stability, self-sufficiency and healthy social connections.

The Youth Emergency Services Program assist youth in the ages of 18 to 24 years of age who are experiencing homelessness or unstable living situations to find appropriate housing including shared housing or independent. Additionally, we provide referral to supportive services as needed as well as case management and counseling.


JOB SUMMARY AND PURPOSE

The Housing Specialist is responsible for identifying suitable housing options for the TAY clients, and assisting the clients achieve sustainable and healthy independent living.


DUTIES AND RESPONSIBILITIES

  • Identifies and locates housing options suitable for homeless transition age youth (TAY).
    1. Creates and maintains a housing database linking tenants to apartments.
    2. Communicates with landlords and familiarize them with the Cal-OES program and the unique needs of homeless youth.
    3. Conducts habitability and lead-based paint inspections of housing options as needed.
  • Develops support systems to meet individual client's housing needs; coordinates and facilitates move-in activities, rental negotiations, and service referrals as needed.
  • Facilitates the use of community resources to assist both tenants and landlords in the event of problems leading to potential eviction.
  • As a member of the program case management team, provides information referrals, crisis intervention, and assistance with permanent housing placement for participants.
    1. Assists case managers in conducting the VI-SPSDAT and CSE-IT comprehensive screenings and assessments with youth to collect functional, environmental, financial, employment, housing, educational, and health information, as appropriate, to develop an Individual Service Plan.
    2. Coordinates follow-up services with case management team.
    3. Assists outreach teams in providing outreach and engagement services to homeless youth
  • Additional duties as assigned.

QUALIFICATIONS:

Requirements:

  • Must be able to clear a live scan background check.


Education:

  • Bachelor’s Degree in Social Services or related discipline.


Experience:

  • 2 years of general experience in case management with 1 year of experience which includes helping homeless individuals navigate Los Angeles’ affordable and subsidized housing system.


Knowledge:

  • Knowledge of treatment plan design and case management.

Technology Skills:

  • Experience using a computer and Microsoft Office Suite, including: Outlook, Word, Excel, PowerPoint.
  • Familiarity with using and imputing information in Databases.


 Skills and Abilities:

  • Able to develop relationships with homeless youth, their families, and landlords, as well as a variety of service stakeholders (schools, health and public benefit agencies).
  • Strong written and oral skills in the English language, able to accurately complete required reports and data entry.
  • Able to perform basic mathematics calculations (rent, security deposits, etc.).
  • Able to perform under circumstances of possible emotional stress and conflict, including dealing with uncooperative clients.
  • Able to safely and successfully perform the essential job functions consistent with the ADA, FMLA, and other federal, state, and local standards, with or without reasonable accommodation, including meeting qualitative and quantitative productivity standards.
  • Able to maintain regular, punctual attendance consistent with ADA, FMLA, and other federal, state, and local standards.


Competencies:

  • Must be able to work effectively with people from all walks of life with compassion
  • Hold a California Driver’s license, with required insurance and a reliable vehicle.

 

Preferred Qualifications:

  • HMIS (homeless database).
  • Valid CA Driver’s License without restrictions, acceptable form of automotive insurance, and/or reliable alternative mode of transportation.
  • Bilingual in English and Spanish (written and verbal).
