The Clinical Treatment Program is a VA service model for Homeless Veterans with a specific diagnosis related to a substance use disorder and/or mental health diagnosis where the veteran actively chooses to engage in clinical services. The Program provide clinically focused treatment in conjunction with services effective in helping homeless veterans secure permanent housing and increase income through benefits and/or employment.

Residents have the goal of obtaining permanent housing, financial security, and a personal support system. What makes the program unique is its individualized approach and focus on compassion and tolerance: we will emphasize service that builds personal growth, self-determination, and community reinforcement; we will take measures to ensure family preservation and/or reunification; and we will recognize and celebrate the achievements of the individual.


  • Assist participants that are experiencing a variety of psychiatric, financial, medical, and social problems by utilizing individual, and group counseling skills
  • Provide support, referrals and assistance with connecting veterans to housing, employment, education, and other benefits that will help veteran establish/reestablish stability in society
  • Conduct ongoing psycho-social assessments to determine needs of Veterans and encourage active participation in the treatment planning process
  • Provide wrap-around services and referrals to appropriate resources in order to help veteran stabilize and successfully transition to permanent and independent housing
  • Formulate and implement treatment plans by identifying the individual's goals, strengths, coping skills and assistance needed
  • Participate with VOALA and VA in discharge planning and intake; ensure that discharges and intakes are executed in timely and appropriate manner. Also, follow-ups after discharge to support long-term stability
  • Collaborate with professional and paraprofessional VOA, VA, and other entities in order to provide residents with wrap-around care and assistance
  • Attend and participate in scheduled supervision/training meetings, staff meetings, case conferences, collaborations, staff and other meetings that have to do with servicing clientele
  • Assisting leadership with other program activities including community service, special events, etc.
  • Additional duties as assigned by program manager



  • (MSW/ASW) degree in social work or related field required
  • ASW must provide evidence of registration with BBS


  • At least 2 years of experience in mental health/substance use disorder treatment and/or working with homeless population
  • Experience with client note taking and entering of information into secured databases


  • Basic knowledge of psycho-social treatment modalities, especially cognitive behavioral therapy (CBT), dialectical behavior therapy skills training (DBT), motivational interviewing (MI), relapse prevention (RP), and Seeking Safety
  • Coursework in substance use disorder counseling and trauma
  • Program development related to social services

Technology Skills:

  • Strong computer skills: Intermediate knowledge of Word, Excel, Access, Outlook, and PowerPoint

Skills and Abilities:

  • Excellent written and oral communications skills with people from varied backgrounds

Preferred Qualifications:

  • At least 1 year in residential treatment setting preferred
  • U.S. Armed Forces Veteran and/or experience working with homeless Veterans preferred
