The Clinical Treatment Program is a VA service model for Homeless Veterans with a specific diagnosis related to a substance use disorder and/or mental health diagnosis where the veteran actively chooses to engage in clinical services. The Program provide clinically focused treatment in conjunction with services effective in helping homeless veterans secure permanent housing and increase income through benefits and/or employment.

Residents have the goal of obtaining permanent housing, financial security, and a personal support system. What makes the program unique is its individualized approach and focus on compassion and tolerance: we will emphasize service that builds personal growth, self-determination, and community reinforcement; we will take measures to ensure family preservation and/or reunification; and we will recognize and celebrate the achievements of the individual.


  • Assist residents that are experiencing challenges related to substance use
  • Provide individual and group counseling with an emphasis on recovery and relapse prevention
  • Provide alcohol and drug screening, and continuous assessment of client needs and appropriate referrals to services when needed
  • Formulate and implement treatment plans by identifying the individual's goals, strengths, coping skills and assistance needed
  • Collaborate with VOA, VA, and other community agencies in order to ensure that successful discharge plans are executed in timely and appropriate manner
  • Timely and accurate entry of data tracking progress of clients in the program.  Documentation may include web-based, electronic and/or paper documents
  • Attend and participate in scheduled supervision/training meetings, staff meetings, case conferences, collaborations, staff and other meetings that have to do with servicing clientele
  • Other duties as assigned by program manager



  • High School Diploma/GED; BA/BS preferred
  • Certified Drug and Alcohol Counselor (CDAC); current


  • At least 2 years of experience in mental health/substance use disorder treatment and/or working with homeless population
  • Experience with client note taking and entering of information into secured databases


  • Basic knowledge of psycho-social treatment modalities, especially cognitive behavioral therapy (CBT), dialectical behavior therapy skills training (DBT), motivational interviewing (MI), relapse prevention (RP), and Seeking Safety
  • Coursework in substance use disorder counseling and trauma

Technology Skills:

  • Strong computer skills: Intermediate knowledge of Word, Excel, Access, Outlook, and PowerPoint

Skills and Abilities:

  • Excellent written and oral communications skills with people from varied backgrounds

Preferred Qualifications:

  • California Consortium of Addicted Programs and Professionals (CCAAP) certification preferred
  • At least 1 year in residential treatment setting preferred
  • U.S. Armed Forces Veteran and/or experience working with homeless Veterans preferred
