Job Description

Minimum Qualifications

Bachelor’s degree or higher in Health Services Administration or equivalent field or equivalent experience. Minimum of one (1) year quality management experience in a multi-faceted formal quality management program. Computer expertise including a working knowledge of database utilization, maintenance and management.
Basic computer skills to include, but not limited to, Microsoft Office Products.

Role Description:

The new QIM will oversee the Quality Measure Set that will provide a standardized set of quality measures for Medicaid-funded Home and Community-Based Services programs nationally. Implementation of the measure set will create opportunities for CMS and states to promote health equity and reduce disparities in health outcomes for HCBS participants. Additionally, the QMS will establish a recognized standard for HCBS quality measures, providing new opportunities for CMS, states, and stakeholders to trend quality metrics across states.

The Quality Improvement Manager is responsible to work with the Quality Management (QM) Division Director to:

CMS Quality Measure Set

· Develop and execute a quality management strategy and QMS implementation plan for the HCBS QMS that ensures management of data collection, analysis, and reporting activities that are done accurately and timely.

· Establish new data and information management structures and processes to support timely collection, analysis and reporting for required measures.

· Participate in the revision of Pennsylvania’s four (4) 1915(c) waivers to reflect the new QMS initially and as needed.

· Engage with system stakeholders for input and develop a strategy to communicate needed changes for successful implementation and progress of implementation to stakeholders.

· Plan for and implement required sampling stratification and communicate impacts on experience of care survey operations and costs.

· Develop and implement a quality improvement plan related to at least two measures in the HCBS QMS that need improvement.

· Plan with Pennsylvania’s University Centers for Excellence in Developmental Disabilities (UCEDD) to align the QMS with data collected through the Independent Monitoring for Quality (IM4Q) process. IM4Q is an independent survey of quality-of-life issues, conducted in tandem with the National Core Indicators (NCI) In-person survey (IPS), that monitors satisfaction and outcomes of participants receiving services through indicators organized into areas of satisfaction, dignity and respect, choice and control, inclusion, and physical setting.

· Identify, communicate, and manage risks to QMS implementation. Develop risk mitigation strategies and track to closure.

· Develop and present QMS implementation and reporting updates to ODP’s Quality Team(s) and in other meetings as assigned.

· Maintain all QMS documentation in the QM Division SharePoint site.

· Provide technical assistance as needed.

· Manage and facilitate the data management activities required for the Office of Developmental Programs (ODP) to participate in the iDIDD project fully and effectively.

General duties in support of ODP’s statewide quality management strategy

· Assists with facilitating ODP's statewide quality management strategy across the ODP program office and system.

· Manages internal analysis and data projects to support ODP programs.

· Develops/graphs/presents data in public-facing reports and forums, in professional and accessible formats, so that decision-makers and ODP stakeholders can easily understand and use the information to evaluate program performance, identify opportunities for improvement, and measure progress on quality improvement activities across the service system, at various levels.

· Effectively works independently and as part of a team to produce deliverables by deadlines.

· Supports development, evaluation, and adjustment of performance measures/program benchmarks for the statewide developmental disabilities system, Bureaus within ODP, and ODP program areas as assigned.

· Perform related duties as assigned.
