MINIMUM QUALIFICATIONS

Two years of professional experience in a human services conducting human services related research or providing social services to clients and a bachelor’s degree; or an equivalent combination of experience and training.

Additional Preferred Qualifications:

Knowledge of the principles and practices of quality assurance and risk management. Experience/working knowledge of home and community based services or human services.

Excellent communication and writing skills with advanced skills in Microsoft Office products.

Bachelor's degree in the social or behavioral sciences, public health, or a related field.

Role Description

The employee in this position is a liaison between Pennsylvania Department of Aging (PDA) and 52 Area Agencies on Aging (AAAs). The Quality and Compliance Division within the Bureau of Quality Assurance is responsible for the monitoring of Area Agencies on Aging (AAAs) activities as they pertain to the administration of programs funded by the Pennsylvania Department of Aging (PDA). In addition to monitoring compliance with program standards, policies and procedures, this Division evaluates and monitors the overall quality of the Aging programs and provides consultation and technical assistance to the AAAs including, but not limited to, internal quality management and other administrative and clinical issues.

PRIMARY RESPONSIBILITES

  • Conduct onsite and offsite monitoring of Aging programs and services in a defined geographical area. At times state-wide travel may be necessary.
  • Maintain a working knowledge of all Aging programs, services, policies and procedures and effectively communicate same to:
    1. AAAs
    2. PDA staff
    3. Consumers and family members
    4. Public entities
  • Understand and effectively use IT systems and the consumer database (WellSky/A&D) in the conducting of all monitoring activities and other related tasks.
  • Use technology to prepare reports of findings and interactions with the AAAs, providers and individuals.
  • Provide follow-up to the AAAs in completion of Performance Improvement Plans (PIPs) to assure compliance.
  • Review program operations and make recommendations for improvement.
  • Consult with supervisory staff as needed.
  • Comment on program and policy statements.
  • Participate in the design and development of educational materials
  • Represent the department on committees, workgroups, and taskforces as requested.
  • Fulfill public speaking assignments. Able to communicate PDA objectives, goals and policies through written and oral presentations to various entities including AAAs, state agencies and others as assigned.
  • Have ability to work well and cooperate with county and state staff and external partners
  • Maintain excellent interpersonal skills and professional manner at all times.
  • Able to communicate and present information in oral and written format. Public speaking skills are essential. Ability to communicate effectively with others in all levels of groups and individual contacts.
  • Provide technical assistance regarding quality assurance activities.
  • Interpret Aging policies and procedures as needed/requested
  • Complete special projects, as assigned by supervisor or senior staff
  • Perform other duties as assigned.

  • Have a working knowledge of computers
  • Use Microsoft Office Suite and other program-specific data collection systems
