Minimum Qualifications:
- Must possess a bachelor’s degree. A combination of education and experience will be considered.
- The skills needed include: the ability to develop bid and contract language, review contract invoices, analyze contract project status reports, and conduct contract site monitoring visits.
- Technical computer software skills are required. Familiarity with budgeting, budget analysis and the use of spreadsheet software in budgeting are required. Familiarity with survey tools and survey technique is needed.
- Possess the ability to work as part of a workgroup or team are required for the unit’s assigned projects. General research and on-line computer research skills are required. Resource needs to be knowledgeable and experienced in general budgeting and accounting principles.
- Resource also needs to understand and be familiar with the operation of human service governmental operations at the federal, state, county and local levels. Project troubleshooting and problem-solving skills are required.
- Basic computer skills to include, but not limited to, Microsoft Office Products.
Role Description:
1. Maintains working knowledge of MA regulations at 55 Pa. Code Chapters 52, 1101, 1187, and 1189 governing Nursing Facilities, Intermediate Care Facilities/Intellectual Disability (ICF/ID), and LIFE providers.
2. Performs manual review of provider enrollment applications and forms, provider agreements, and other required documentation.
3. Responsible for tracking upcoming Change of Ownership with unpaid nursing facility assessment fees and issues notices related to any outstanding balance.
4. Responsible for tracking upcoming nursing facility bankruptcies and serves as the primary contact for updates to the special provider agreement by coordinating with the Office of General Counsel and the Nursing Facility.
5. Responds to phone calls, emails, and other correspondence from providers, representatives, and other stakeholders. This requires extensive knowledge of regulations, policies and procedures, and the ability to provide instruction to providers on how to complete enrollment applications and forms accurately. Must have the ability to effectively communicate information to others.
6. Reviews documents for adherence to Departmental policy, standards, and guidelines, including current Medical Assistance regulations and CMS waivers guidelines where applicable.
7. Prepares correspondence related to adverse actions against a nursing facility.
8. Prepares written responses for the Deputy Secretary as well as correspondence for the Bureau Director of the Bureau of Fee for Service Programs and the Director, and the Division Director of the Division of Provider Operations.
9. Develops and maintains information contacts with appropriate agencies, such as the Department of Health (DOH) and other stakeholders regarding ongoing certification or licensure requirements.
10. Maintains appropriate tracking for data input, research, analysis, updating, and reporting purposes.
11. Uses multiple systems and tables to input and maintain provider information. These systems include but are not limited to PROMISe, HCSIS, and NIS.
12. Responsible for updating, scanning, and loading provider documents into the appropriate systems.
13. Performs other related duties as required.
