Job Description

Minimum Qualifications:

One (1) year of professional experience in developing, implementing or evaluating human services, sociology, public health, health care services,or health care insurance programs; and a bachelor’s degree in Human Services, English, Communications, Social Work or other related field.

OR

Any equivalent combination of experience and training that includes at least one (1) year of professional experience in developing, implementing or evaluating human services, education and training, sociology, or public health programs

Advanced Computer skills to include, but not limited, to Microsoft Office Suite.

Technical computer software skills are required.

Possess the ability to work as part of a workgroup or team is required for the unit’s assigned projects.

General research and on-line computer research skills are required.

Resources also needs to understand and be familiar with the operation of human service governmental operations at the federal, state, county and local levels.

Project troubleshooting and problem-solving skills are required.

Resource must have communications skills and also possess complex, technical analysis and interpretive skills.

Resource will be required to implement the necessary controls and procedures to ensure that responsibilities are performed to meet objectives.

Role Description:

The employee provides professional services to the Office of Long-Term Living (OLTL) Bureau of Policy Development and Communications Management, Division of Communications Management, working in training, policy, and communications for Personal Care Home and Assisted Living Residence Licensure. The employee is responsible for developing and implementing procedures to support both internal and external training programs, website maintenance, and digital communications in compliance with state statutes and regulations. The employee provides consultative support to OLTL staff, providers, and stakeholders in the areas of training, policy, and communications. The employee serves as a liaison to the Bureau of Human Services Licensing.

Job Duties and Responsibilities:

Publishes schedules and notices, maintains registration systems, issues certificates, tracks attendance, provides assistance with attendance taking and moderating, and provides general consultative and technical assistance for internal and external training related to Personal Care Home and Assisted Living Residence Licensure.

Drafts correspondence related to training program approval and training scholarship eligibility for signature by the division director.

Participates in the development and delivery of on-site and web-based training to OLTL staff on topics related to regulatory compliance, in conjunction with other OLTL bureaus.

Participates in the development and delivery of extra-governmental training for administrators and direct care staff.

Maintains the Administrator Annual Training Directory.

Monitors training provided by contracted vendors and independent educational institutions and provides recommendations for improvement to the division director.

Monitors compliance with New Employee Training Plans.

Reviews, submits, and tracks invoices for contracted services and training scholarships.

Verifies facility licensure across numerous program offices for the Medication Administration Training Program.

Conducts research and collects and evaluates information and data to be used as the basis for the development of policies and procedures by appropriate personnel. Researches other states’ assisted living programs to assist with updates to regulations and licensing policies and procedures.

Assists in the drafting and publication of communications for providers, other agencies, interested parties, and agency staff.

Acts as liaison for various workgroups and departments, such as the Licensing Education Workgroup, IT Services, and the DHS Press Office.

Facilitates and/or participates external meetings with providers, government agencies, advocacy organizations, and vendors. Prepares file notes and provides updates to bureau staff as appropriate.

Performs other related duties as required.

Essential Requirement:

  • This position will be in the Department of Human Services’ OLTL Bureau of Policy Development and Communications Management, located in Harrisburg, PA.
  • This position is a telework position, with at least 1 day per month in the office. You must have a securely configured high-speed internet connection.
  • Travel: Possible travel to conferences, educational events, etc.

Work Schedule: The standard hours of work are 37.5 hours a week.
