Minimum Qualifications
Must possess a bachelor's degree. A combination of education and experience will be considered.
The skills needed include: the ability to develop bid and contract language, review contract invoices, analyze contract project status reports, and conduct contract site monitoring visits.
Technical computer software skills are required. Familiarity with budgeting, budget analysis and the use of spreadsheet software in budgeting are required. Familiarity with survey tools and survey technique is needed.
Possess the ability to work as part of a workgroup or team are required for the unit's assigned projects. General research and on-line computer research skills are required. Resource needs to be knowledgeable and experienced in general budgeting and accounting principles.
Resource also needs to understand and be familiar with the operation of human service governmental operations at the federal, state, county and local levels. Project troubleshooting and problem-solving skills are required.
Basic computer skills to include, but not limited to, Microsoft Office Products.
Description of Duties:
Review, interpret and analyze Federal communications about home and community-based services, the Medicaid program, nursing facility services and any other communication identified by the division director, and assess the impact on OLTL programs.
Analyze and comment on proposed federal and state legislation to identify the impact of the legislation on program objectives and policies.
Represent the OLTL Bureau of Policy at in-person and virtual training sessions as a subject matter expert on OLTL programs and services.
As assigned, review and interpret House and Senate Bills and develop Bill analyses.
Research, collect and evaluate information to be used by self and others in the development of policies and procedures.
Participate in and support policy-related actions and activities for Community HealthChoices.
Review and edit materials related to communications for Community HealthChoices.
Consolidate and evaluate stakeholder and public comments made about specific regulations, notices and bulletins.
Attend and participate in Medical Assistance Advisory Committee, Long-Term Services and Supports subcommittee meetings and/or other meetings as required.
Respond to telephone inquiries and requests for policy and procedural clarification from those outside of the agency. Support OLTL staff with policy clarifications on procedural standards and issues and prepare policy clarifications and interpretations to ensure their consistent application across the State.
Participate in and facilitate work group meetings involving external stakeholders and staff from other agencies.
As assigned, review documents prepared by other agencies to identify any inaccuracies and to confirm consistency with long-term services and supports regulations and policies.
Perform other related duties as required.
Decision Making:
Respond independently to requests for clarification of established policy issues.
Make recommendations on whether proposed regulations, directives, legislation, etc. will have an impact on the long-term services and supports delivery system.
