Minimum Qualifications:
- Must reside in one of the counties Bradford, Bucks, Carbon, Columbia, Lackawanna, Lehigh, Luzerne, Monroe, Montour, Northampton, Pike, Sullivan, Susquehanna, Tioga, Wayne, Wyoming, and Dauphin counties
- Must possess a bachelor's degree. A combination of education and experience will be considered.
- The skills needed include: the ability to develop bid and contract language, review contract invoices, analyze contract project status reports, and conduct contract site monitoring visits.
- Technical computer software skills are required. Familiarity with budgeting, budget analysis and the use of spreadsheet software in budgeting are required. Familiarity with survey tools and survey technique is needed.
- Possess the ability to work as part of a workgroup or team are required for the unit's assigned projects. General research and on-line computer research skills are required. Resource needs to be knowledgeable and experienced in general budgeting and accounting principles.
- Resource also needs to understand and be familiar with the operation of human service governmental operations at the federal, state, county and local levels. Project troubleshooting and problem-solving skills are required.
- Basic computer skills to include, but not limited to, Microsoft Office Products.
MAJOR POSITION DUTIES AND RESPONSIBILITIES:
- Act as team leader for the regional monitoring team.
- Develop and maintain monitoring schedule that ensures all provider entities within the region are monitored at the required frequency.
- Facilitate the discussion and exchange data obtained during monitoring visits with other members of the regional monitoring team, for compilation of reports.
- Develop, schedule, coordinate and conduct training sessions for providers and team members throughout the region.
- Perform on-site monitoring sessions for OLTL enrolled providers with the other regional monitoring team members.
- Interview provider staff, stakeholders, and consumers as part of the monitoring process.
- Assign team members to gather and present the necessary background data to determine what the providers’ strengths and weaknesses are at the pre-conference meeting.
- Assist in the preparation of and changes to data collection tools.
- Perform research through direct contact or by electronic means.
- Analyze a variety of material and data and develop conclusions.
- Successfully communicate findings through established reporting formats.
- Assist in the preparation of monitoring objectives.
- Remain alert to indications of fraud, abuse, or deficiencies.
- Participate in conferences and meetings with provider entities.
- Assist in the preparation of training curriculum and materials.
- Participates in the on-site review and evaluation of medical information and examination of medical records and other documentation to assure that eligible recipients receive appropriate and quality medical care through Office of Long-Term Living waivers and programs.
- Interviews consumers, waiver program office staff, and provider staff to evaluate waiver programs performance, according to CMS protocol.
- Compiles, organizes, and evaluates information obtained from waiver program reviews, interviews, and system data collection.
- Works cooperatively with other unit members to write reports evaluating the performance of waiver programs, according to the CMS Protocol for the Review of HCBS Waivers.
- Participates in meetings related to waiver reviews, such as entrance interviews, review updates, and exit interviews.
- Participates in meetings pertaining to LTC issues with advisory committees or other non-departmental groups as necessary.
- Assists in gathering and organizing diverse program and technical LTC information for Department exec staff to use in public forums and answer questions for other states, other Commonwealth agencies, and the legislature.
