Job Description

Required: A bachelor of degree in finance, accounting, economics, or related field. A combination of education and experience will be considered.

Must reside in one of these Cameron/Elk/McKean, Centre, Clinton/Lycoming, Columbia/Montour, Northumberland, Union/Snyder, BSST, Luzerne/Wyoming, Lackawanna, Clearfield, Jefferson, Warren/Forest, Potter.

Role Description:

The incumbent is responsible for fiscal monitoring Area Agencies on Aging (AAAs) within the North Central Region of Pennsylvania primarily but can assist as needed in the other areas of the Commonwealth. The incumbent is tasked with conducting a fiscal review of the AAA’s financial operations to ensure compliance with applicable laws, directives, and standards. The incumbent consults with other regional fiscal representatives and reports to the Project Manager.

Job Duties and Responsibilities:

  • Regularly perform remote fiscal reviews of AAAs. On-site fiscal reviews may be required on an as-needed basis.
  • Conduct entrance and exit meetings with AAA executive staff to communicate steps of the review process.
  • Appraise AAA fiscal policies and procedures to ensure their adequacy.
  • Evaluate the AAA internal controls to confirm the organization’s compliance with federal standards and sound business practices.
  • Interview AAA staff to determine compliance with applicable accounting guidance such as Generally Accepted Accounting Practices (GAAP), Government Auditing Standards (GAGAS), Governmental Accounting Standards Board (GASB), etc.
  • Verify AAA compliance with Pennsylvania Department of Aging directives concerning budgeting and fiscal reporting practices.
  • Develop monitoring objectives and create data collection tools.
  • Write a summary report of actions taken and any noted corrective actions that need to be addressed. Communicate written findings to the AAA Director and executive team as well as the Project Manager.
  • Assist as needed with the fiscal portion of the statewide Comprehensive Aging Performance Evaluation (CAPE) for compliance of the AAA network.
  • Remain alert to indications of fraud, abuse, or deficiencies.

Essential Requirement: This position is part of a Commonwealth-wide fiscal monitoring team. Some travel may be required. Monitoring activities are primarily conducted using a laptop computer and Microsoft Office products such as Excel and Word. Computer and accounting knowledge is essential. Prior experience as a financial auditor/ examiner is preferred.

Travel: Occasional overnight travel may be required.

Work Schedule: 37.5 hours per week Monday through Friday.

This position is headquartered in Harrisburg. This position is eligible for part time telework. Management may discontinue the telework arrangement at any time, for any reason. To telework, you must have a securely configured high-speed internet connection. You will be required to report to the headquarters office in Harrisburg when needed. If you are unable to telework, you will report to the headquarters office in Harrisburg. The location where you perform your telework must be located within a reasonable travel distance of the Headquarters office in Harrisburg, within the Commonwealth of Pennsylvania.
