Director of Public Safety

Job Description

General Summary:   

 This position oversees and manages the Public Safety team of employees whose primary objective is to ensure that The Villages Golf and Country Club is a safe and secure environment for residents, their property, and their guests.

 Duties and Responsibilities: 

Maintain twenty-four (24) hour coverage of the entrance gatehouse and respond to community and employee requests.  This includes providing security services for special events on The Villages premises.

  •  Perform as liaison with the San Jose Fire Department and other cities, county, state, and federal law enforcement and social services agencies and organizations.
  • Ensure enforcement of rules, policies, and procedures for the effective operation of the Public Safety Department.  This includes direct participation in the Emergency Preparedness and Risk Management programs for both residents and employees.
  • Ensure the safety of the community and workforce by coordinating patrols and general traffic within the community.
  • Ensure compliance with rules and regulations related to the property’s common areas.  Maintain the integrity and the condition of the flags on the property. 
  • Recommend and order traffic signs, parking area lines, and curb markings throughout the community.  Performs studies to determine the need for signs and control measures and/or control equipment.
  • Investigate complaints.
  •  Ensure professional staffing of the Public Safety department.  Hire, train, evaluate, discipline, and lead all Public Safety personnel, in compliance with the company’s Human Resources policies and with the requirements of the Bureau of Security and Investigative Services.  Provide staff adequate uniforms and equipment essential in the performance of their duty.
  •  Ensure that Public Safety Personnel provides a high level of customer service and that they comply with company policies.
  • Ensure professional first response to all medical emergencies within The Villages, including Lifeline calls.
  • Prepare and present required written and/or verbal reports/articles on the operation of the Public Safety department as well as on a large variety of safety-related issues within the community.
  • Prepare the Public Safety Department budget and manage department operations within approved budget parameters.
  • Monitor the compliance of villa owners and renters with respect to the insurance requirements as set forth by the Association Board of Directors.
  • Oversee compliance with rules and regulations with respect to the community’s common areas.
  • Ensure inspection and compliance with rules related to the smoke detectors.
  • Manage residents’ calls for service during the company’s official off business hours, i.e., from 4 p.m. until 7 a.m.  Such calls may relate to animal control, landscaping, plumbing, swimming pools, hot tubs, and garbage pickup.  Ensure that Public Safety staff does not get involved in wild animal control.
  • Ensure scheduled and unscheduled patrols of streets and property within The Villages, including the hill lands.
  • Conduct periodic surveys of street lights and report outages. 
  • Administer The Villages vehicle registration program, traffic control program, and RV lot assignments.
  • Maintain and update the Public Safety Department Operations Manual annually.
  • Ensure that the Plaza, the gate mechanism, bar code reader,  as well as all assigned equipment, is maintained and operated safely and professionally.
  • Collaborate and assist with EPC and RMC.
  • Perform any other duties as instructed or required.

 Job Specifics

  •  Leads the Public Safety team, ensuring discipline, compliance and excellent performance
  • Provides supervisory guidance and training to the team members.


  • Responsible for investigation and distribution of all incident reports including, but not limited to, medical reports, reports of crimes against persons and property involving residents, employees, and their guests
  • Prepares confidential reports as required.

        3. KNOWLEDGE AND ABILITIES:        

  • Ability to assess and quickly analyze situations – including life-threatening cases - and make appropriate decisions.  Understand and apply laws, policies, and regulations
  • Ability to understand and analyze financial statements and to prepare the department’s annual budget
  • Ability to understand the operation of the three Villages corporations, from administrative, managerial, and financial perspectives.


  • In addition to those listed under the Duties and Responsibilities section, maintain a cordial work relationship with all department managers, Villages clubs, organizations, and residents.
  • As a member of the senior team, perform as a team member by treating the other team members with courtesy, respect, and professionalism.

 Work Conditions and Equipment

           1. WORK CONDITIONS:        

  •  May be required to work in a wide range of weather conditions.  
  • May work in the vicinity of moving mechanical equipment and parts, such as vehicles and a variety of construction and landscape equipment
  • May occasionally be exposed to gasoline fumes or airborne particles, chemicals and blood-borne pathogens
  • May be exposed to adverse weather conditions, such as excessive summer heat, cold, wind or rain

       2.EQUIPMENT OPERATION:  Required to operate four-wheeled passenger vehicles up to and including three-quarter-ton trucks.  It will be required to operate a mobile radar unit and computer terminal.
