About the Opportunity

We need a talented individual to fill the potential role of an IV&V Analyst in support of a state client in the Bismarck, North Dakota area. The successful candidate will be responsible for a number of processes, including, but not limited to the following:

  • Assisting in completing all contract deliverables, including ongoing project status reports.
  • Collaborating with the project team including State Agency Project Team, Project Manager, the Implementation Contractor, and the Project Support Services Contractor.
  • Reviewing all software vendor deliverables (e.g. design specifications) for the assigned functional scope area for accuracy, completeness and correctness; confirming decisions from Software Development Life Cycle (SDLC) meetings and previous deliverables are included and correct.
  • Identifying, analyzing, and documenting software defects; assisting developers in analyzing and resolving defects.
  • Reviewing quality control processes and identifying areas needing improvement.
  • Monitoring project activity related to any SDLC process assigned (e.g. data conversion), providing real-time observations as appropriate, and documenting issues/risks for the IV&V team based on industry standards and best practices.

Minimum Qualifications:

  • Bachelor's Degree in a related field.        Experience in lieu of degree may be considered.
  • Minimum of five (5) years working experience in the public sector Health and Human Services (HHS) IT industry and in IV&V.
  • Five (5) to ten (10) years of experience in consulting projects.
  • Experience providing Independent Verification & Validation (IV&V) services for enterprise IT applications.
  • Experience and knowledge of IT industry standards and best practices.
  • Experience with software testing and Software Development Life Cycle (SDLC).
  • Risk Management and IT Governance experience.
  • Experience scheduling and moderating IT meetings and coordinating technology and staff resources.
  • Ability to manage competing priorities and work effectively under tight deadlines.
  • Good organizational, time management, and problem-solving skills.
  • Candidates must be United States citizens.

    • Requirements traceability (tools, methods)
    • System design, development/configuration and implementation
    • Development and operational environments
    • Data conversion
    • Data design and governance
    • Interfaces
    • Testing and validation (including unit, system, integration, regression, user, acceptance, capacity/performance testing; simulations)
    • System Development Life Cycle (SDLC) documentation
    • Performance planning and service level agreements
    • Procurement planning, including pricing models
    • Project and Program Governance
    • Software estimating models and methods
  • Experience and knowledge of IT industry standards and best practices.
  • Experience reviewing, analyzing, and evaluating business systems and user/stakeholder needs.
  • Experience with project management and SDLC processes, and specifically requirements management, risk management and issue management.
