About Us: Eight million Americans are one paycheck away from becoming homeless. In Washtenaw County, 5000 people are experiencing homelessness. The Shelter Association of Washtenaw County (SAWC) was established in 1982 and is the primary provider of services and emergency shelter for Washtenaw County individuals. SAWC is housed at the Robert J. Delonis Center in downtown Ann Arbor. SAWC works with a diverse range of people struggling with homelessness, including first-time homelessness, veterans, domestic violence survivors, and people battling substance abuse and/or mental health issues. Services are offered through our core programs: Residential Emergency Shelter, Non-Residential, Shelter Diversion, Critical-Time Intervention, and Warming Shelter. The SAWC serves almost 1500 people annually.

Position Profile: The Data and Evaluation Coordinator contributes to data-informed continuous quality improvement across the organization’s programs. Specifically, the coordinator supports data quality and management of ServicePoint, also known as Homeless Information Management Systems (HMIS) for all SAWC HMIS end users. This includes facilitating new user HMIS data entry workflow trainings and the updating data workflows according to funder outcome requirements. This position is a key point of contact to the Washtenaw County, System Administrator, who operates from the Office of Community and Economic Development (OCED). In addition, this position aims to provide data to the agency with the creation and updating of program dashboards.

Key Objectives of the Role: Improve overall data quality of SAWC with more consistent HMIS workflow trainings and new hire trainings as program requirements/minimum standards increase or change Assume the HMIS lead for training and support to reduce the strain of the assigned supervisors to consistently oversee data entry, data quality reviews and or new hire or additional HMIS training Provide updated and more accurate data to the agency through dashboards to support grant writing and program decisions/development & continuous quality improvement of programmatic supports and ensure quarterly efforts are made to collect and evaluate client feedback and to increase mechanisms for collecting qualitative data

Pay & Benefits:

This is a salaried, exempt position. Salary ranges from $48,000 to $54,000. Data and Evaluation Coordinator General Responsibilities:

Adhere to NASW Code of Ethics

Ongoing Data Compliance and Reporting (60% of time allocated)

  • Provide oversight of HMIS trainings and data workflows. Facilitate orientation and training of HMIS end-users with their appropriate supervisor.

  • Revise and update HMIS data workflows for each program according to funder outcome requirements and Housing Urban Development (HUD) data standards

  • Assume point of contact for Washtenaw County System Administrator for funder reporting data quality requirements in addition to participating in the Agency Administrator community meetings

  • Review data entry on a frequent basis and provide data quality reviews to SAWC HMIS end-users as corrective emails that encourage opportunities to learn the data workflow more consistently

  • Run periodic (monthly) data compliance reports providing oversight to staff to correct data quality issues in an expeditious manner

  • Complete routine HMIS data quality cleanup when necessary

  • Provide additional program outputs/outcomes to the SAWC departments, community partners, and funders upon request when accessible from HMIS reports

  • Facilitate contract and grant management processes including periodic billing reporting to ensure compliance with funders and timely reimbursement

Continuous Quality Improvement and Evaluation (30% of time allocated)

  • Assist with the development of new ways to explore, report, and interpret quantitative and qualitative information

  • Create and maintain program dashboards for outcomes and outputs that are easily accessible from HMIS reports

  • Promote Continuous Quality Improvement (CQI) for housing, length of stay, and recidivism outcomes in coordination with Program Team and Leadership

  • Support client feedback group sessions by collecting surveys and qualitative data around program service delivery and overall client experiences around accessing shelter services

  • Collect, evaluate, and distribute client written complaint forms and follow up with clients for more information if needed

  • Seek out and offer opportunities to present SAWC program information and outcomes to the community and partners

Health and Safety during COVID-19

The Shelter Association is committed to ensuring the health and safety of our clients and staff during the COVID-19 pandemic. This is especially imperative as we work with a vulnerable population and this position requires in person work. To do this we are partnered with our local Public Health department and have enacted significant health and safety measures including:

  • Health and Safety training provided for all new and current staff

  • Personal Protective Equipment (PPE) training and supplies provided

  • Weekly COVID-19 testing for clients and staff

  • Rigorous onsite cleaning protocols

  • Social distancing strictly enforced

  • Physical barriers including plexiglass dividers in place when needed

  • Health and safety screening for everyone entering the premises

  • Coordination with local hospital systems and Public Health

Qualifications:

  • BSW or equivalent + 2 years’ experience or bachelor’s degree in the human service or with a minimum of three years’ experience working in data/grants management in nonprofit environment. Please note the SAWC will consider alternative, comparable experience to a degree.

  • One year or more of HMIS data entry experience

  • Experience with data reporting

  • Proficient in MS Office, and/or other data management systems

  • Must have a positive attitude, be open to change, and eager to be a part of achieving greater mission of ending homelessness

  • Strong interpersonal communication and public speaking skills

  • Ability to focus on tactical projects with strong strategic thinking and analytical skills
