Reading Partners launched in 2001 with the mission to expand opportunities for children in underserved communities by fostering a lifelong love of reading, developing strong literacy skills, and building the confidence and self-esteem critical to empowerment and community development.  Reading Partners provides children with robust one-on-one reading support through a structured, research-based curriculum that engages students and provides basic building blocks to supplement their academic growth.  On average, Reading Partners students gain 1.6 months of reading skills for every month in the program.

Working in partnership with teachers, schools, and community volunteers, Reading Partners has grown from serving 100 students in 2003 in northern California with a budget of $180,000 to serving over 5,000 students in California, Washington, D.C., New York, Texas, Maryland, and Colorado with a budget of over $13M. How we do it:

  • Focus on children from low-income communities.
  • Give one-on-one instruction at the student’s reading level.
  • Recruit and train community volunteers to work with children.
  • Partner with high-need elementary schools to offer an effective program on campus.
  • Provide a way for volunteers to give a small amount of their time to make a huge difference in a child’s life.


The Reading Partners Program Manager works with the Regional Executive Director to build and cultivate strong relationships with schools and other education organizations in the communities we serve. S/he leads and supports a team of up to five Site Coordinators in directing the day-to-day operations of our Reading Centers, and ensures volunteers are adequately trained and supported by their Site Coordinators. The Program Manager also designs and executes monthly trainings for Tutors and Site Coordinators to enrich their skills sets and increase program effectiveness.

The Program Manager develops individualized literacy plans for all students across their program sites, and is responsible for the ongoing adjustment of said plans to maximize literacy development of each student throughout the school year. S/he analyzes and synthesizes the quantitative and qualitative student assessment data across all school sites and delivers reports to the Regional Executive Director on a monthly basis.

·      The Program Manager leads and supports a team of up to five Site Coordinators, including some who are AmeriCorps or VISTA Members


  • Manage and support a team of Site Coordinators, including some who are AmeriCorps or VISTA Members.
  • Serve as primary program staff supervisor and educational expert for a portfolio of school sites.
  • Provide on-site support and educational guidance for each school site for approximately one full day each week.
  • Execute on-boarding, training, and orientation process for Site Coordinators. Training commences five weeks before tutoring starts and is ongoing (monthly) during the school year.
  • Develop individualized intervention plans for all students at each program site and act as the educational steward for those plans, monitoring progress and adapting strategies as necessary.
  • Act as the quality assurance officer for the area, ensuring that Reading Partners programs at each school are consistent, high quality, and impactful.
  • Serve as administrative liaison to school principals, ensuring strong partnerships at each program site.
  • Ensure that volunteers are satisfied with their involvement in Reading Partners, are well supported by Site Coordinators to ensure maximum student progress, and are enrolled efficiently to maximize the number of students served.
  • Based on qualitative and quantitative student assessment data at the beginning, middle, and end of the school year; develop action plans for students to ensure maximum literacy development.
  • Conduct and oversee the training of new volunteer tutors within the region.
  • Execute regular Tutor Enrichment Trainings for volunteers.
  • Other duties as assigned.



·      Bachelor’s degree or equivalent experience

·      3+ years paid experience in elementary school education and/or reading instruction

·      Demonstrated ability to manage both professional staff and volunteers

·      Proven ability to provide strategic coaching and support to develop skills within others

·      Proven success in preemptively and proactively identifying and addressing problems

·      Proven record as an effective project manager; strong organizational skills and follow-through

·      Strong sense of self-awareness, ability to be upfront and honest, and a willingness to adjust strategies and approaches when needed to achieve the highest level of results

·      Excellent communication, organizational, and interpersonal skills

·      Ability to interact effectively with diverse groups and build meaningful strategic relationships

·      Excellent computer skills, including MS Office and database management. 

·      Experience in producing, synthesizing, and analyzing student assessment data

·      Familiarity with and experience working with literacy assessments and teaching strategies

·      Experience in working with principals, teachers, and district staff to convey program success factors and challenges, as well as managing organizational relations

·      Access to reliable transportation (public transportation or personal transport) to travel within a defined geographic region on a weekly basis

·      Flexibility and adaptability in work schedule, including some night and weekend time

·       Ability to travel to the Reading Partners national office in Oakland (as needed).


  • Master’s degree in Education or related field
  • Experience with reading intervention or tutoring programs
  • California Teaching credential
  • Background in independent event planning
  • Knowledge and/or experience with AmeriCorps or VISTA 
  • Database experience
  • Local candidates who are knowledgeable about and already have connections in the Local K-5 education community


The ideal candidate has a strong background in elementary education and literacy instruction for emergent and fluent readers. S/he possesses managerial skills and the ability to work collaboratively with staff and constituents of diverse backgrounds.  S/he is able to provide ongoing coaching to staff members who may have limited teaching experience but who are committed to developing a high-quality program.  S/he has experience working within school and district administrations and able to independently identify and troubleshoot operational challenges, develop action plans to achieve student progress, and remain accountable for program results.

Willingness and ability to travel to community events and partners through out the area, as well as possible travel to the Oakland Headquarters.


Requires prolonged sitting with some bending, stooping and stretching, eye-hand coordination and manual dexterity sufficient to operate a keyboard, telephone, photocopier, calculator and other office equipment.  Requires normal range of hearing and eyesight to communicate with volunteers as well as maintain Reading Center records. Also requires flexibility to readily adapt to a changing environment.
