Salary Range:      $60,000- $80,000



POSITION SUMMARY:  This position is responsible for providing technical expertise, support, administration and project management for health technology systems that help measure or enhance population health initiatives and program enrollments through enhanced data access and utilization among members and community partners. This position possesses significant project management in the areas of HIE- Direct messaging and query-based exchange and implementing Clinical Decision Support at member Health Centers. Thi sis not a technical position but technical knowledge is required.This position works closely with the RCHC Population Health Team, project teams at member health centers, vendors and community partners. This position is on-sight, no out of area consultants.



  • Manage HIT-related technology projects including system implementations, utilization initiatives, outreach, etc. – See Appendix A for current project list

    • Determine project plans and timelines

    • Engage stakeholders

    • Coordinate internal/external resources and vendors

    • Ensure projects are completed on schedule and within budget

    • Troubleshoot and resolve problems

    • Ensure milestones and quality requirements are met

    • Provide training and resources

    • Evaluate and measure project outcomes

  • Provide technical support to members for HIT systems use, data and analytics tools

    • Provide training and technical assistance

    • Provide coordination and expertise for data validation and submission

  • Vendor liaison for HIT systems

  • Responsible for planning, training and implementation of HIT systems upgrades and new features.

  • Actively participate on the population health management team to further population health programs.

  • Actively participate on the Continuity of Care Record (CCMR) platform (eHX, Analytics, Physician portal, and Care Management) project team.

Additional Duties

  • Promote a positive IT organizational culture at RCHC and member health centers

  • Assist others in department with projects

  • Participate in company-wide meetings, committees and initiatives

  • Other duties and projects as assigned

Knowledge, Skills and Abilities Required:




  • Bachelor’s degree in HIT, HIM, or Health Informatics or related area or equivalent combination of education, certifications and experience

  • Project management methodology education or certification preferred

  • Minimum one year technical experience in a healthcare setting, FQHC strongly preferred:

    • EHR system experience including implementations and interfaces

    • Standardization and consolidation of data systems

    • Experience mapping workflows and identifying data system requirements

    • Practical experience using electronic health technology to support patient care



  • Project management skills

  • Strong interpersonal and collaboration skills

  • Strong presentation, verbal and written communication skills.

  • Excellent attention to detail.

  • Able to multi-task in a dynamic fast paced environment with minimal supervision.

  • Proven ability to manage a variety of projects simultaneously with reliable outcomes

  • Ability to synthesize complex or diverse information, collect and research data

  • Ability to prioritize and plan work activities, set goals and meet deadlines

  • Ability to independently and proactively manage workload

  • Flexibility to meet changing needs and demands


Technical Skills


  • Facility with EHR systems, eCW/Nextgen preferred

  • Strong current knowledge of database, networking, and interface principles

  • Project management software (Microsoft Project or other)

  • Ability to perform data extraction, manipulation, synthesis and presentation

  • Skill in the use of personal computers and related software applications (MS Office)



  • Advanced understanding of HIPAA

  • Working knowledge of healthcare industry and related regulations

  • Current knowledge of emerging health information technologies



  • Valid driver’s license and clean driving record
  • Reliable transportation for travel to various sites in Northern California
  • Commute must be within 50 miles of RCHC's physical address
  • Occasional travel to out of state meetings, trainings & conferences.
  • Occasional early morning, evening or weekend meeting attendance.

While performing the duties of this job, the employee is regularly required to sit, speak, walk, keyboard and hear. Specific vision abilities required by this job include close vision, distance vision, color vision and ability to adjust focus.


Work Environment The work environment may be busy, distracting and noisy. Travel to partner and member sites required. Member sites are public healthcare facilities.
