Job Title: Sourcing Consultant

Job Duration:6 Months

Location: Richmond, Virginia (100% On-site, 5 Days/Week – No Exceptions)


Job Description:
seeking a highly skilled and detail-oriented Sourcing Consultant to lead and support various procurement and sourcing initiatives. This role requires a strong understanding of public procurement processes, with hands-on experience in drafting solicitations and managing procurement lifecycles.
This is a 100% on-site role from Day 1, requiring full-time presence at the client location. Candidates unable to meet the on-site requirement will not be considered.
Key Responsibilities:
  • Lead the end-to-end sourcing process including drafting and managing solicitations (IFBs, RFPs, RFQs)

  • Gather and assess requirements from stakeholders and translate them into comprehensive procurement documents

  • Draft clear and concise Statements of Work (SOWs)

  • Collaborate with internal departments, vendors, and finance to align sourcing efforts with organizational goals

  • Ensure compliance with state procurement regulations and policies

  • Analyze proposals and participate in vendor evaluations and contract negotiations

  • Maintain documentation and ensure audit-readiness of all procurement activities

Required Skills and Qualifications:
  • Minimum 5 years of experience in sourcing, procurement, or contract management

  • Proven experience with end-to-end solicitation processes including IFBs, RFPs, and RFQs

  • Strong background in drafting and reviewing Statements of Work

  • Excellent writing, communication, and analytical skills

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)

  • In-depth knowledge of procurement processes and contractual terminology

Highly Desired Skills:
  • Knowledge of Virginia Public Procurement Act (VPPA)

  • Familiarity with the Agency Procurement and Surplus Property Manual (APSPM)

  • Experience working with Virginia state procurement policies
