Short Description:

VITA is seeking an experienced ERP Project Manager to lead the replacement of its legacy PeopleSoft Financials system with a modern ERP platform. This role is responsible for end-to-end project management, including stakeholder engagement, vendor coordination, and project execution.

Project Background:

VITA is launching a strategic initiative to modernize its 24-year-old PeopleSoft Financials system. This enterprise-wide transformation is critical to supporting evolving financial operations, compliance, and reporting needs. Backed by the CFO, the project has secured funding and executive sponsorship.

Key Responsibilities:

• Lead the full project lifecycle for ERP implementation, from initiation to go-live

• Work with VITA’s business and IT teams to gather requirements, define scope, and develop project plans

• Manage vendor selection, contract negotiation, and coordination with the implementation partner

• Ensure effective communication between all internal stakeholders and external vendors

• Oversee risk management, change control, budgeting, and project performance metrics

• Utilize project management tools (MS Project, Jira, Planview, etc.) for reporting and tracking

• Lead cross-functional and cross-agency coordination during planning and rollout

• Deliver executive-level updates and support governance activities

• Drive compliance with Virginia state procurement and IT governance standards

• Support organizational change management and user adoption strategies

Required Skills and Experience:

IT Project Management (Large-Scale, High-Risk Projects) Required 10+ Years

ERP/Financial Systems Implementation (Governmental Accounting Preferred) Required 5+ Years

Project Methodologies (Agile, Scrum, SAFe, Waterfall, Hybrid) Required 3+ Years

PMP Certification (Upload copy) Required Active

Project Tools (MS Project, Jira, ServiceNow, Planview) Required 5+ Years

Executive Communication & Political Acumen Desired 3+ Years

Problem Solving & Decision Making Desired 3+ Years

Multi-Agency & Vendor Management, Contract Negotiation Desired 3+ Years

Leading Transformational Change Initiatives Desired 3+ Years

Knowledge of IT Governance Frameworks (ITIL, COBIT) Desired 3+ Years
