Position: Senior Consultant
Location: Tallahassee, FL
Contractor Qualifications and Experience:
The Contractor must possess the following minimum qualifications and experience:
- Five years’ experience in a senior manager role.
- Seven years’ experience in public health (preference for communicable disease experience).
- Seven years’ experience conducting community engagement activities (preference for experience with underserved communities).
- Five years’ experience leading or facilitating meetings of 25 or more participants.
- Five years’ experience managing large budgets (preference for role in FL state government).
- Five years’ experience as primary investigator or another senior role in a federal grant.
- Five years’ experience in a leadership role in project management.
- Seven years’ experience in formalized quality improvement processes.
- Five years’ experience writing narratives, work plans, evaluation plans or other major portions of grant applications.
- Five years’ experience in policy/protocol development.
Contractor Responsibilities:
SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
- Provide Oversight of the Department’s HIV Program Activities, as directed by the Department.
- Weekly: Meet with Department project leads or teams as necessary to ensure section-level decisions are made, or appropriately re-directed as needed, within seven workdays of request.
- Weekly: Represent the Department Section, Bureau or Division as requested for regular updates such as from the weekly Department Bureau Chiefs Meeting for the Division, or at strategic planning meeting such as those for the Statewide Health improvement Plan or Agency Strategic Plan. Share appropriate updates or requests as appropriate.
- Weekly: Appropriately assign or redistribute action items via email (unless otherwise requested) within five business days.
- Weekly: Assign appropriate resources to ensure all administrative assignments for the section are completed by the assigned deadline as directed by the Department.
- Quarterly: Facilitate sharing of project and work plan status updates with appropriate audience(s) in the preferred format as determined by the Department.
- Quarterly: Ensure each responsible team or individual provides updated performance measures as available, and (as resources are allow) create plans to address deficiencies. This includes activities such as remote and on-site QA reviews, identifying and furnishing educational materials, and preparing evidence-based recommendations as directed by the Department.
- Monthly: Prepare a Monthly report that at a minimum, details the activities performed during each month and the number of hours performing such service and submit to the Department within 30 days from the end of each month, but no later than submission of invoice.
DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
