Description:

8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Min 5 years of experience, served as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.). Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology, and any project management experience with PMP are a huge plus.

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Working on a major system modernization project for building a new Medicaid application. The Worker will be a part of the team responsible for providing project and product oversight of the Medicaid IT-Contracted Systems efforts, integrated projects, and support of dependent efforts. The Worker will support and provide oversight of documentation and delivery of application functionality as part of the Medicaid IT-Contracted systems applications team. The Worker will assist in creating processes and documentation to ensure a consistent understanding and approach to align with the agency direction for an integrated solution.

Required Experience

• 8+ years of experience coordinating with external vendors to complete projects and service requests, including defining tasks, assigning responsibilities, and evaluating vendor performance.

• 8+ years of experience developing and reviewing key project artifacts such as test cases, requirements documentation, traceability matrices, design documents, and technical specifications.

• 8+ years of experience consulting on system analysis, troubleshooting technical issues, and supporting the implementation of effective solutions.

• 8+ years of experience managing project scope, acceptance, and deployment, including monitoring system integration and user acceptance testing (UAT) activities.

• 8+ years of experience identifying project risks and potential challenges and designing strategies to mitigate or avoid them.

• 8+ years of experience analyzing HHS policies, procedures, and standards to assess their impact on automated systems and system functional areas.

Preferred Experience

• 3+ years of experience using Team Foundation Server (TFS) to create, manage, and maintain requirements throughout the software development lifecycle (SDLC).

• 3+ years of experience working in an Agile environment, preferably using the SAFe framework.

• 3+ years of experience using Microsoft tools, including MS Office, SharePoint, and Copilot.

• 3+ years of experience with enterprise system architecture, including user interfaces, data layers, infrastructure, integrations, business rules engines, and workflow orchestration; experience with Azure cloud solutions preferred.

• 3+ years of experience working with Texas HHSC processes and Texas Medicaid and CHIP systems.

• 3+ years of experience updating portfolio project management tools and managing state-level Major Information Resource Project (MIRP) reporting.
