Job Description

We are looking for a Program / Project Manager position at Remote - St. Paul, MN. The position details are as follows.


Position: Program / Project Manager

Location: Remote - St. Paul, MN

Duration: 12 Months Aprox


Minimum Qualifications

• Five (5) years’ experience in a Program/Project Management role

• A Master’s degree substitutes for three years of experience, or a Bachelor’s degree substitutes for two years, or an Associate’s degree substitutes for one year.

• Two (2) years’ experience working with State Independent Validation and Verification (IV&V) process.

• Two (2) years’ experience working with the Federal Advanced Planning Document (APD) process.

• Two (2) engagements lasting more than six (6) months in a Program/Project Manager role.

• Two (2) years of experience working with public healthcare exchange or marketplace systems.


Desired Qualifications

• Demonstrable leadership ability.

• Ability to direct & manage program/project development from beginning to end.

• Ability to define program/project scope, goals, and deliverables in collaboration with project sponsors and stakeholders.

• Ability to estimate program/project resource requirements and participants needed to achieve goals including changes during where necessary.

• Ability to identify and manage program/project dependencies and critical paths.

• Ability to establish program/project timelines and milestones using appropriate tools and tracking such milestones and deliverables.

• Ability to manage changes in program/project scope, identify potential crises or issues, and devise contingency plans as appropriate.

• Ability to communicate program/project plans, expectations, updates, progress, issues, and successes in a timely & clear fashion when necessary.


Sample Tasks

• Provide leadership for program/project for projects with Minnesota Eligibility Technology System (METS) and System Modernization technical solution impacts including technical, resource, schedule, communication, and financial plans.

• Management of pre-identified METS and System Modernization project portfolios.

• Communicate and incorporate business owner’s visions, business plans, and key objectives. Establish and communicate clear performance expectations to members of the METS and System Modernization IT solutions.

• Provide updates as required by MNIT, METS and System Modernization Portfolio Management teams and DHS leadership.

• Provide project management and vendor management mentoring to State and other vendor staff as required.

• Foster a culture that supports and drives staff engagement and collaboration in support of State objectives.

• Establish, manage, and leverage business and technology relationships both internal and external to the METS and System Modernization IT solutions.

• Provide strategic vision and thinking with focus on outcomes.

• Create clear and attainable project/program objectives.

• Create clear and attainable project/program requirements.

• Manage program/project constraints of cost, time, and scope.

• Form close links with team members and stakeholders.

• Provide knowledge transfer.

• Work must comply with the Statewide Enterprise Architecture, the State’s Enterprise Security Policy and Standards, Statewide Project Management Methodology, and applicable industry and agency standards
