Qualifications & Experience Summary

• 10+ years of Public Sector Experience directly working for or supporting state government agencies, delivering enterprise-wide technology solutions and operational support.

• 10+ years of experience supporting client application systems, performing technical analysis, implementation, maintenance, troubleshooting, and production support activities.

• 10+ years of experience developing and managing strategic technology roadmaps, leveraging strong planning capabilities, technical expertise, and cross-functional stakeholder collaboration.

• 10+ years of experience preparing and delivering executive-level presentations, providing technical recommendations, project updates, risk assessments, and strategic guidance to leadership teams.

• 10+ years of experience leading technical project management initiatives supporting the CAPPS (Centralized Accounting and Payroll/Personnel System) Program.

• 10+ years of experience interpreting contractual requirements, integrating contract provisions into operational processes, and ensuring vendor compliance with established service-level agreements and contractual obligations.

• 10+ years of experience in data integration, data quality management, and Software Development Life Cycle (SDLC) methodologies, including requirements gathering, design, development, testing, deployment, and support.

• 10+ years of experience implementing and supporting IT security controls, governance practices, risk management, and compliance initiatives.

• 10+ years of hands-on technical experience with PeopleSoft technologies, including:

  • PeopleSoft FSCM 9.2 and HCM 9.2

  • PeopleTools

  • PeopleCode

  • Application Designer

  • SQL

  • PS Query

  • SQR

  • Application Engine

  • Oracle Database 11g and higher

• 10+ years of experience supporting CAPPS Central production and deployment activities serving over 100 state agencies and 5 Hub instances.

• 8+ years of experience with IT Service Desk operations, including ITIL-based service management processes, incident management, problem management, change management, and service delivery best practices.

• 5+ years of experience serving in a Security Analyst role, overseeing Managed Service Providers (MSPs), monitoring security compliance, and managing vendor performance.

• 5+ years of experience managing Segregation of Duties (SoD) controls and user-role security administration within multi-tenant enterprise software environments.

Preferred Qualifications

• 10+ years of experience applying software and hardware asset management best practices, including lifecycle management, governance, and operational optimization.

• 10+ years of experience supporting CPA legacy Statewide Financial Systems, including production support, maintenance, and modernization initiatives.

• 10+ years of experience developing technical specifications and requirements documentation to support IT procurement processes, vendor evaluations, and technology acquisitions.
