Job Summary:
Client is seeking a highly experienced and results-driven Senior IT Project Manager with 10+ years of project management experience, particularly in implementing IT and business process optimization projects. This role will lead high-impact, cross-functional initiatives for the Communications Division and be responsible for managing scope, schedule, budget, reporting, and stakeholder engagement. The selected candidate will play a key role in driving collaboration across internal teams, vendors, and partner agencies.
Key Responsibilities:
- Lead the implementation of IT and asset/fleet management projects in alignment with VSP’s strategic goals.
- Manage project scope, schedules, budgets, milestones, and risk mitigation strategies.
- Create and maintain project documentation required by Virginia Information Technologies Agency (VITA) and procurement processes.
- Coordinate communication with stakeholders including vendors, agency partners, and internal teams.
- Conduct detailed comparative analysis of proposals, value propositions, and cost-benefit analyses.
- Track and report on the progress and outcomes of projects with clear, data-driven communication.
- Support change management initiatives and identify opportunities for process improvements and optimization.
- Ensure the delivery of high-quality presentations and reports tailored to technical and non-technical audiences.
- Maintain project tracking systems and regularly update stakeholders and leadership on project status.
- Develop effective relationships with project teams and vendors to ensure alignment and success.
Required Knowledge, Skills, and Abilities (KSAs):
- 10+ years of IT project management experience, including large, multi-year projects.
- Demonstrated ability to manage multiple simultaneous projects and shifting priorities.
- Expertise in developing and delivering business case evaluations, ROI, and value proposition analyses.
- Proficiency in managing formal Requests for Information (RFIs) and vendor coordination.
- Strong presentation skills with the ability to engage audiences of varying technical backgrounds.
- Proficient in Microsoft Word, Excel, and other standard project management tools.
- Excellent problem-solving, communication (oral and written), and organizational skills.
- Experience in stakeholder engagement and inter-agency coordination.
- Strong process improvement and change management experience.
Preferred Qualifications:
- PMP Certification (Project Management Professional).
- VITA PMD Certification or demonstrated experience working within VITA’s PM guidelines.
- Experience with Oracle E-Business Suite or Oracle Cloud Solutions.
- Familiarity with asset management and/or fleet management systems.
- Prior experience with public safety or government agency IT projects.
Education and Experience:
- Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field. Equivalent experience may be considered.
- Considerable experience in software project management, vendor management, and government procurement processes
