Job Description

Position: Documentation Specialist / Technical Writer

Location: Tallahassee, FL (Onsite)


General Experience Expectations:

  • Typically has three (3) years of business or technical writing experience and working knowledge of multiple software and graphic packages.

Requirements/ Qualifications:

  • The Department is seeking a full-time, on-site Documentation Specialist throughout the PO term of this RFQ. The position’s required qualifications and preferred qualifications are described in Sections 4.1 and 4.2 and must be verifiable in the Candidate’s resume.

Required Qualifications:

A bachelor’s or master’s degree from an accredited college or university in Computer Science, Information Systems, Technical Writing, Business Administration, or other related field, or three (3) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.

The Department requires the following experience, skills, and/or knowledge for this position:

  • Three (3) or more years of business or technical writing experience and a working knowledge of multiple software and graphics packages.
  • Certification in Business Analysis from a recognized professional body, such as the International Institute of Business Analysis (IIBA) or the Project Management Institute (PMI).
  • Five (5) or more years of experience working as an IT Business Analyst using both Agile and Waterfall methodologies.
  • Demonstrated experience with business and technical requirements analysis, business process modeling or mapping, and methodology development.
  • Ability to document user stories and write business IT system requirements.
  • Experience coordinating business users, technical staff, and architects to analyze and define future operation needs based on use case and analysis of alternatives.
  • In-depth knowledge of business process design and re-engineering.
  • Ability to coordinate project teams and effectively meet overall objectives.
  • Experience communicating and working within cross-departmental teams, demonstrating strong collaborative skills.
  • Excellent computer skills, including Microsoft Word, Visio, PowerPoint, and Excel.
  • Experience preparing status reports and providing management briefings.
  • Ability to provide excellent leadership and negotiation skills.
  • Strong organizational, project management, writing, and editing skills; and
  • Experience with meeting facilitation and documentation.


Preferred Qualifications:

The Department prefers the Candidate to have the following experience, skills, and/or knowledge for this position:

  • Proficiency in business intelligence tools (e.g., Power BI, Tableau), data analysis software (e.g., Structured Query Language, Python, R, Statistical Analysis System), project management software (e.g., MS Projects, JIRA Software, Trello), and databases and Enterprise Resource Planning (ERP) systems.
  • Certifications such as the Certified Business Analysis Professional (CBAP) or the PMI Professional in Business Analysis (PMI-PBA).
  • Familiarity with software development lifecycle (SDLC) methodologies, such as Agile, Scrum, or Waterfall.
  • Experience working on state or federal government projects.
  • Experience working with technical programming teams.
  • Ability to demonstrate a take-charge, can-do attitude with the initiative to solve complex problems.
  • Strong communication skills to effectively communicate with diverse stakeholders.
  • Knowledge of IT standards and security in a criminal justice environment.
  • Positive team player with a high-energy level and diligent work ethic; and
  • Ability to meet or exceed deadlines, thrive in a fast-paced environment, and organize and prioritize activities.
