The Specialist position is considered an expert position that has a comprehensive and authoritative knowledge of or unique skillset in a particular area. The Business Analyst reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.


Brief Job Description:

Under the direction of the WIC Technology Administration Director, the Lead WIC Business Analyst (BA) provides day-to-day direction to assigned staff and works closely with both technical and non-technical staff to plan, assess and document requirements. The Lead BA is responsible for creating and implementing a project plan that includes business and gap analysis work that supports the WIC MIS system and results in system requirement documentation. Responsibilities include tracking and reporting on project milestones; identifying, managing, and escalating project risks and issues; and leading team members, as well as technical and non-technical subject matter experts to deliver project objectives. The Lead BA guides the team in reviewing the WIC MIS system; analyzing complex technical and business processes, prioritizing needs; and coordinates the gathering, development, and documentation of requirements. This position works under limited supervision with considerable latitude for initiative and independent judgment.


Essential Job Functions:

  • Develops, manages, and implements the WIC MIS requirements documentation project plan. Coordinates all project activities, including reviewing the current MIS, translating current MIS functionality into usable system requirements, gathering and documenting business needs and system requirements, and performing a gap analysis of existing system documentation against federal, state and program requirements. Utilizes project management methodologies to develop a plan for the creation and documentation of business requirements for the existing WIC MOSAIC system, ensuring accuracy and effective communication with leadership and relevant stakeholders. (40%)

  • Provides support, direction and guidance to team members in analyzing current systems and supporting documentation to develop business requirements and conducting a gap analysis of existing system functionality documentation against current documentation and program requirements. (25%)

  • Develops expertise and assist team members in developing expertise in the assigned application, obtain stakeholder sign-off on requirements and priorities, (20%)

  • Collaborates daily with team members to monitor progress, proactively identify issues, and report status. (10%)

  • Other duties as assigned (5%)



II. CANDIDATE SKILLS AND QUALIFICATIONS


Minimum Requirements:

  • 10 years of Business Analysis experience, including requirements elicitation, analysis, and comprehensive documentation

  • 10 years of knowledge and application of Project Management Framework methodologies

  • 10 years of experience in large-scale IT operations and understanding of information technology industry trends

  • 10 years of experience defining functional and non-functional requirements, technical specifications, and related deliverables

  • 10 years of experience building strong interpersonal relationships, negotiating among multiple stakeholders, resolving conflicts, and maintaining effective working relationships across all organizational levels

  • 10 years of experience creating clear, complete, traceable, and actionable requirements documentation

  • 10 years of experience ensuring accuracy in documenting system functionality and regulatory requirements


Preferred Qualifications:


  • 8 years of advanced stakeholder engagement, negotiation, and conflict resolution experience

  • 5 years of experience working with government regulations and compliance frameworks

  • 5 years of project management experience

  • 5 years of experience leading teams or workgroups

  • 5 years of experience interpreting policy and translating regulatory requirements into system specifications

  • 5 years of experience utilizing requirements elicitation techniques, including reviewing existing MIS functionality and translating findings into business requirements

  • 4 years of post-secondary education (Bachelor’s degree) in Business, Communications, Computer Science, Computer Information Systems, Management Information Systems, or a related field

  • 2 years of experience gathering Management Information System (MIS) requirements within a large organization

  • 2 years of experience developing solicitation or contract requirements

  • 1+ year holding or working toward professional certification such as PMI-PBA or IIBA CBAP
