Project Description:

Because we build great software, we have great opportunities. One of our projects is a program to develop and support data management tools for a high-profile federal healthcare client. This is an opportunity to dig into a complex, large set of products over the course of a long (5-year), stable contract.

Position Overview:

The Project Manager/BA role is an important role as part of the Project Management Office (PMO) for a large-scale prime federal contract, involving multiple client stakeholders, a multi-disciplinary internal team, and multiple subcontractors.  You will be responsible for helping to lead the full lifecycle of a complex project, in support of multiple project requirements. This role provides you the opportunity to actively participate in integrated teams and lead multiple tasks, projects, or teams. 

The PM/BA directly contributes to program efforts in several areas, including cost management, schedule estimation and tracking, contract performance management, risk management, requirements analysis, documentation, and quality assurance activities. This role ensures the proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. The PM/BA  shall utilize expert communication skills needed to direct the skilled resources and report on the technical progress, issues, and problem areas, as well as write and review high-quality project documents.

The qualified candidate must understand project management principles and processes but is not blinded by them.  Of course, processes and “keeping the trains running on time” are essential components of project management.  We view these as baselines for the job and we will evaluate your capacity to engage in the “Pantheon way” of managing projects.  However, we’re equally as interested in your ability to adapt a process or an approach to the unique needs of government projects.  If this describes you, tell us a bit about your project management philosophy and provide an example or two about how your approach added value to a project.

The primary responsibilities for this position include:

  • Oversee the conception, implementation, and analysis of federal software projects

  • Use Agile principles in managing and leading projects to completion

  • Manage and deliver all aspects of contract obligations and deliverables

  • Develop individual project plans complete with budgetary information and resource needs

  • Develop monthly and annual project status reports as contract deliverables

  • Develop and report to management on project deliverables as well as contractor support as necessary and provide daily coordination and management of project teams

  • Troubleshoot problems that come up during projects

  • Host a project weekly/monthly/annual meeting for each project under your direction

  • Refine the project budget as needed to ensure timeliness and fiscal responsibility

  • Coordinate with subcontractors who are an integral part of the projects

  • Lead interaction with multiple clients to shape software business strategy, requirements, design, and specifications

  • Manage resources against a schedule accommodating risk, status, and necessary dependencies 

  • Track and report on project status to internal management and to clients

  • Write and review high-quality project documents and deliverables

  • Provide periodic written and verbal status updates

  • Get involved in dissemination and promotion activities for software products and website

  • Effectively manage client expectations with regards to budget, scope, and timing

  • Understand the client and their communication style and help steer them in the use of new technologies

Key Requirements: 

  • 7+ years’ experience in managing software products and website development or design

  • Experience in contract management, pricing, and government procurement process is required

  • Experience with healthcare and or healthcare quality-related projects

  • Experience with Agile and Scrum 

  • Build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus and achieve objectives

  • Flexible with proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities

  • Adept at conducting research into project-related issues and products

  • Must be able to learn, understand and apply new technologies

  • Must be proficient with Excel and PowerPoint

  • Must be knowledgeable in the use of Jira, Confluence, and SmartSheet -- has expert-level knowledge of management principles, practices, techniques, and tools

  • Experience drafting and submitting budget proposals and recommending subsequent budget changes where necessary

  • Must be capable of preparing and presenting management reports and reviews.

  • Strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business and technology organizations

  • Possesses strong organizational skills and experience working under pressure and meet deadlines

  • Bachelors Degree from an accredited university

The following skills are a plus:

  • Manage the overall proposal development process from Pre-Proposal Phase through Post Proposal Phase managing the progress and keeping the team on task

  • Web Design experience

  • Graduate Degree in Business or Technology

  • PMP Certification
