    Client site duties include: 

    Shall apply their acquisition program management knowledge and experience to organize and manage resources and personnel needed to efficiently and effectively accomplish USAF acquisition objectives consistent with DoD 5000.02 policies and procedures.  Person shall accomplish a full range of acquisition program management tasks, including, but not limited to procurement, financial management and planning, systems engineering, test, production, security, contracting, and logistics for existing and future programs across the acquisition lifecycle.  

    Person shall assist with the development and maintenance of all manner of program documentation.

    Person shall support the review of quotes and, as assigned by the customer, shall serve in a non-voting advisory role for program source selections.

    Person shall support coordination of documentation between functional organizations.

    Person shall support program milestone planning and preparation and support lifecycle acquisition risk management and process improvement.

    Person shall support evaluation and communication of program progress in writing, in briefings, and in discussions with higher management.

    Person shall assist in developing and managing strategic scheduling and planning documentation such as an Integrated Master Plan (IMP) and an Integrated Master Schedule (IMS).

    Person shall assist in developing and analyzing IMSs on ACAT I and/or ACAT II acquisition programs using Microsoft Project or other DoD-relevant scheduling tools to include: employing network software tools and capabilities to assess and report schedule performance; conduct probabilistic and deterministic Schedule Risk Assessments (SRAs) on IMSs; integrating elements of contractor and government schedules to account for government dependencies.

    Person shall assist in supporting development and coordination of DoD 5000.02 acquisition and logistics milestone planning and reporting documentation. Contractor personnel shall assist in drafting documentation, presentation materials, and preparing staff summary packages to support acquisition milestone coordination and decisions.

    Person shall assist in staffing acquisition planning documentation and reports at the product center, command, or headquarters level.

    Peson shall assist in developing and coordinating DoD 5000.02 acquisition milestone plans and associated reporting documentation for one or more ACAT I and/or ACAT II acquisition programs.

    Person shall assist in preparing documentation, presentation materials, and staff packages to support acquisition milestone coordination and decisions.

    Person shall assist in staffing acquisition planning documentation and reports at the HQ-AF and DoD levels.

    Person shall work in direct support to senior leaders supporting workflow management processes facilitating program and administration coordination; provide advice and status on all matters related to program administrative controls and activities.

    Specialized Knowledge, Experience and Qualifications Required:

    Person must have no less than four (4) years’ experience in a SAP and/or SCI environment within the last five (5) years.

    Person in the Senior program management labor category shall have: a minimum of 10 years of relevant DoD acquisition experience and a Master’s degree; or a minimum of 15 years of relevant DoD acquisition experience and a Bachelor’s degree; or a minimum of 20 years of relevant DoD acquisition experience. Five (5) of these years must have been in an acquisition program office on an ACAT I or ACAT II DoD acquisition program as either Program/Project Manager (PM), deputy PM, or Integrated Product Team (IPT) lead and must have occurred within two (2) years of selection for employment under this contract.

    Person shall have program management experience with the Earned Value Management System on one or more ACAT I and/or ACAT II acquisition programs. Person typically works on high-visibility or mission critical aspects of a given program and perform all functional duties independently. 

Requirements:

The position we are looking to fill is the National Capital Region area working with the most advanced and exciting programs in the Air Force.  This senior program manager position is a "critical fill" position for OMNI meaning the position includes work with the client and corporate level responsibilities.  We are looking for someone with strong senior level project management skills (PMP or Level III desired) that has recent history with Special Access Programs (SAP).  A perfect candidate is 10+ years experience in the DoD, knowledge of Aerospace related Programs of Record and special projects, TS/SCI with recent SAP history and an understanding about how the federal consulting business operates.
