Job Summary/Description
Federal Occupational Health (FOH) seeks to establish a network of contracted physicians within a range of specialties to perform medical review work to provide consultation and guidance to the Department of Labor for a variety of workers’ compensation cases. Each physician will receive work on a case by case basis and will be compensated for their work at an hourly rate for time spent performing the reviews. Work will be performed remotely (outside of DOL facilities) at FOH offices or from the physician’s home/office and will require use of a web based DOL health IT system. Case Review Categories The physician reviewers (DMAs) will provide consulting services to review cases under the Federal Employees’ Compensation Act (FECA). Reviews will include evaluation of medical evidence, interpretation of physician reports, review of surgical and medical authorization requests, and assessments of degree of permanent impairment in accordance with the AMA Guides to Evaluation of Permanent Impairment (6th edition but subject to change). The reviewing physicians will recognize issues regarding quality of care in the evaluated cases and will notify DOL of such findings.

Job Duties/Responsibilities/Functions (including but not limited to)
• Physicians qualified to perform the work may be assigned casework from the following categories:
o Impairment Rating (Routine): This category will include simple impairment ratings including (but not limited to) a single digit or limb due to orthopedic or musculoskeletal injuries and hearing loss and disfigurement. The timeframe for completion of each case is 10 working days from the time of assignment.
o Impairment Rating (Complex): This category will include more complex impairment ratings including (but not limited to) the organs and multiple limbs/body parts. The timeframe for completion of each case is 20 working days from the time of assignment.
o Medical/Surgical Review (Routine): This category will cover review for routine medical/surgical authorization or opinion on issues including (but not limited to) extended physical therapy, consequential condition causal relationship, etc. The timeframe for completion of each case is 10 working days from the time of assignment.
o Medical Surgical Review (Complex): This category will cover review for routine medical/surgical authorization or opinion on issues including (but not limited to) destructive procedures, and complex medical conditions (cardio-pulmonary, psychiatric etc.) The timeframe for completion of each case is 20 working days from the time of assignment.
o Death Claim Review: This category will include review of documentation in death claims for causal relationship. The timeframe for completion of each case is 10 working days.
o Expedited Review: This category can be used for catastrophic injury cases or other instances where an expedited review is needed to approve care. The timeframe for completion of each case is 3 working days.
• Performs other duties as assigned.

Minimum Qualifications
• Must be board certified, perform at least 240 DPC hours annually and be familiar w/ impairment ratings.
• Physician Requirements Physicians eligible to perform the work must maintain the following credentials and meet the following requirements specified by DOL and FOH:
o Current license
o Board Certification in practicing specialty
o Must maintain active clinical practice (separate from work for DOL) defined as a minimum of 240 hours direct patient care per year.
o Proof of active clinical practice must include address and telephone number of current practice
o Physicians (or specialists) who are employed by, under contract to, or regularly associate with other (non-DOL) Federal agencies regarding workers’ compensation claims or fitness for duty exams of employees are disqualified.
o Physicians must be granted privileges per FOH policy.
• Minimal credentials required for physicians to be granted initial/temporary privileges include:
o Current license
o Board Certification
o Application for appointment to FOH medical staff
o NPDB Query (must not be self-query)
o 3 Peer References (completed on FOH form)
o Current privileges (if applicable)
o Curriculum vitae
