Nurse Aide Training Program Advisor

Job Summary/Description

Provide leadership and technical assistance to nurse aide training programs for the Federal Department of Health Omnibus Budget Reconciliation Act (OBRA) of 1987 and PA Act 14 of 1997 Nurse Aide Residence Abuse Prevention to local operators of programs who train nurse assistants intended for employment in health care institutions

Job Duties/Responsibilities/Functions(including but not limited to)

• Provide leadership and technical assistance to nurse aide training programs for the federal Department of Health Omnibus Budget Reconciliation Act (OBRA) of 1987 and PA Nurse Aide Resident Abuse Prevention Act 14 of 1997 to local operators of programs that train nurse aides/assistants intended for employ in healthcare institutions

• Provide educational advisory and consultative services to secondary, postsecondary and long-term care nursing facility staff as related to nurse aide training programs

• Complete onsite reviews of nurse aide training programs:

a.Follow established policies and procedures for conducting onsite program reviews

b.Select programs to review

c.Correspond with program staff via email and telephone to schedule onsite review

d.Review and evaluate Self-Study binders submitted to PDE 1 month prior to onsite review

e.Review program history folder prior to onsite review

f.Review and evaluate curriculum materials

g.Conduct onsite review/inspection—classroom, lab and clinical facilities; equipment and supplies; administrative, class and student records; review all CHRI and FBI reports for compliance with PA Act 14; interview staff and students

h.Prepare for and deliver onsite exit meeting of findings

i.Prepare for and provide technical assistance to program staff before, during and after the onsite review

j.Prepare written report of findings and appropriate letters to include related regulation and expectation, evidence found while onsite, and remedies to be submitted for PDE review and 2-year approval

k.Review and update monitoring logs

l.Reconcile paper folders when review is finalized

m.Contact hotel to reserve in-policy lodging

n.Prepare rental auto requests for travel

o.Prepare and provide expense reports/receipts for reimbursement

• Review and evaluate new program application binders and prepare written response to applicant

• Prepare correspondence, reports and all aspects of duties in a timely manner

• Interpret and apply regulations, policies and standards

• Establish and maintain effective working relationships with agency staff and the field

• Communicate effectively orally and in writing

• Travel frequently throughout Commonwealth

• Review and evaluate program documentation to determine compliance with OBRA and Act 14

• Maintain discretion and confidentiality

• Use current Commonwealth software and systems

Minimum Qualifications

• Four (4) years of professional experience in health occupations education including one (1) year of experience developing and implementing health curricula or programs

• Professional experience in instructing, organizing, developing, researching, administering or supervising health occupations education programs

• Knowledge of and familiarity with long-term care nursing services

• Ability to interpret federal and state regulations

• One of the following required:

oRegistered Nurse

oLicensed Practical Nurse

oAllied Health or Health Occupations Education teacher—Bachelor’s degree

oRegistered Dietician

oSocial Worker—Bachelor’s degree

oEMS/EMT—current on registry

• Travel throughout Commonwealth throughout the year

• Proficient in use of Microsoft Office products
