Data Manager - Executive Medical Economist
Work Location: Harrisburg, PA
The Data Manager is accountable for data collection and responsible for the reporting of data related to HIV program activities for the Pennsylvania Department of Health. The primary responsibilities of this position are data collection, analysis and reporting for activities conducted by, or funded by the Department of Health in order to meet federal, state, and local reporting requirements, and to monitor and evaluate performance. This employee will assist in developing and implementing data quality assurance processes, and perform other duties as assigned. This employee will report to a Public Health Program Administrator. Hours are 8:30 to 5:00 (negotiable), 37.5 hours, Monday through Friday. There may be some travel, but it is not a regular part of this position. Conferences and site visits may come up where the Data Manager is requested to attend.
Job Duties/Responsibilities/Functions (including but not limited to)
- Oversees statewide HIV-related data collection processes.
- Reviews procedures for the collection and reporting of data (data requirements); institutes methods to monitor information received in regard to timeliness, completeness and accuracy; designs/revises and implements data-related policies and procedures as needed to meet state and federal requirements.
- Develops complex and analytical methods and models to effectively manage programmatic data through a variety of systems such as SAS and Excel, as well as proprietary state and federal software systems (e.g. EvaluationWeb®; PA-NEDSS; Ryan White CareWare)
- Provides technical assistance and training to staff and contracted providers on data-related issues and activities.
- Designs and maintains standardized and ad hoc reports to demonstrate programmatic performance in an easily understandable format, or as required by federal/state funders.
- Performs regular data quality assurance activities.
- Reviews program reporting requirements and current data collection systems in order to ensure efficiency; designs source and output documents; develops schedules; provides training for staff members and providers when new procedures are implemented.
- Explores methods/products to integrate data from a variety of systems.
- May participate on state and/or federal committees/workgroups.
- Performs other duties as assigned.
- Master’s Degree or extensive medical economist experience exceeding minimum qualifications (includes Bachelor’s Degree plus experience)
- Ability to work collaboratively and effectively with colleagues, and as a member of a team.
- Ability to develop complex and analytical methods and models.
- Ability to present ideas (including complex data) to a varied audience effectively, both orally and in writing.
- Expertise in the use of MS, Excel and analytic software such as SAS.
- Ability to learn and develop expertise in proprietary software and agency database systems.
- Ability to balance work between multiple projects and possess good organizational skills.
- Prefer proficiency in current version of Base SAS.
- Prefer experience with data formatting, capture, search, retrieval, extraction, classification and information filtering techniques.
- Prefer experience with public/open data and social media platforms.
- Prefer experience with data mining architectures, modeling standards, reporting and data analysis methodologies.
- Prefer experience with data engineering, database file systems optimization, API's, and analytics as a service.
- Prefer experience with GIS, spatial data and graph database.
- Prefer experience working in the healthcare industry.
- Prefer knowledge of HIV prevention and care activities; and the continuum of HIV care.
