Clinical Quality Improvement Manager – Department of Health


This position is a contracted position to be located within the Department of Health (Department),
Division of HIV Disease (Division), Special Pharmaceutical Benefits Program (SPBP), and is supervised by
the SPBP Program Manager, however, the duties cross over all three sections of the Division. (Prevention,
Care, & SPBP)


The person in this position works in collaboration with the Division team to provide services as defined in
federal Ryan White legislation and Centers for Disease Control and Prevention (CDC) federal grant
requirements. All activities are intended to promote/fulfill the mission of the Department of a full
continuum of HIV related services: Prevent – Test – Link – Treat – Retain/Re-engage, free from stigma and
discrimination, for individuals living in Pennsylvania who are at risk for or infected with HIV, which is the
collective intent of the federal funders.


A significant component to this position requires the ability to interpret and implement policy.
The person in this position is self-motivated and demonstrates initiative and innovative thinking. This
person works directly with vendors and clients at times and presents with integrity and professionalism as
a representative of the Department.


This person works with a diverse population recognizing and appreciating the strength in that diversity, is
always respectful, empathetic, and treats everyone equally.
This position requires the possession of excellent communication skills both verbal and written, the ability
to lead/facilitate large and small groups, and is knowledgeable of HIV prevention and care, the related
social and/or economic issues that are sometimes associated and is sensitive to the issues of stigma.

This position will work closely with the Division Director, Clinical and Program Managers, and will be
integral in the development and analysis of the statewide HIV Continuum of Care Model relative to HIV
services in Pennsylvania. This model demonstrates both the successes and opportunities for improvement
of the program's delivery of HIV services. The Department is in the position to drive change in the
Commonwealth as to how HIV effects our communities collectively, its members individually, and improve
community HIV viral load. Quality Management, both Assurance and Improvement activities are a
significant component to driving the focus of the activities to best accomplish those goals, and then
demonstrate the outcomes to the federal funders, and other recipients of Ryan White funding awards.

Minimum Requirements


• Master's Degree is preferred but not required, minimum of a Bachelor's Degree
• Proven experience and a working knowledge of quality management including quality assurance
and improvement activities and analysis
• Established quality management activities including SWOT analysis, PDCA cycle, and other or
related quality development methods.
Experience in clinical or HIV related services
