Housing/Outreach Specialist

FTS (First To Serve) | Westlake/MacArthur Park Area | Full Time

Job Description

First To Serve, Inc. provides state certified and licensed substance abuse and supportive housing facilities located throughout the city of Los Angeles. First To Serve also provides Domestic Violence Housing for single women and women with children, and participates annually in the Los Angeles Homeless Services Authority supported Winter Shelter Program.

Job Title: Housing/Outreach Specialist

Division/Department: (FTS) First to Serve

Essential Duties and Responsibilities: 

The Housing/Outreach Specialist participates as a team member on field outreach; contacts homeless individuals who may be dually diagnosed, and encourages these individuals to utilize services FTS Housing Program.

Additional responsibilities are but not limited to:

  • Document outreach activities by tracking all follow-up services provided for FTS clients into the database

  • Provide emergency service advocacy (as needed)

  • Provide referrals to internal and external agencies in the areas of medical care, mental health, substance abuse treatment, legal, public benefits, child welfare and any other appropriate community resources

  • Assess homeless individuals wishing to enroll into the FTS Housing Program 

  • Develop case plans, monitor progress and update case files

  • Assist clients with securing permanent housing and/or referrals

  • Participate in staff meetings, case conferences and training requisites as scheduled


  • Bachelors Degree or a combination of education and experience

  • Two years experience providing outreach services 

  • Familiarity with issues regarding homelessness, mental illness and substance abuse

  • Familiarity with community resources, agencies etc. that provide Permanent Housing, Mental Health, Domestic Violence and other services including but not limited to medical assistance

  • Computer literate in Word, Excel, and Power Point

  • Ability to safely and successfully perform the essential job functions consistent with federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.

  • Ability to maintain regular, punctual attendance consistent with federal, state and local standards
