Overview

Enterprise Management Solutions, Inc. ("Company") is seeking proposals from qualified 1099 Independent Contractors to provide combined duties of a security guard and a receptionist, ensuring both the safety of the premises and providing front desk administrative support. The role requires handling visitor management, monitoring security, and being ready to respond to security incidents while maintaining a professional and welcoming environment. The position is armed, meaning that the guard must be prepared to use a firearm if necessary for protection.


Scope of Work

Service Expectations & Deliverables:

The contractor is responsible for providing structured addiction treatment services in alignment with program needs, including:

  • Access Control: Monitor and control the entry and exit of visitors, employees, and deliveries by checking identification and issuing visitor passes.

  • Armed Security: Maintain a high level of vigilance, ensure the safety of occupants, and be prepared to use a firearm or other defensive measures if necessary.

  • Surveillance Monitoring: Operate security cameras, monitor alarms, and detect any suspicious activities in and around the facility.

  • Patrol Duties: Conduct periodic patrols of the premises to ensure security and report any incidents.

  • Visitor Reception: Greet visitors, answer inquiries, provide directions, and assist with the check-in process while maintaining a professional demeanor.

  • Emergency Response: Respond to alarms, security breaches, and emergency situations, such as fire or medical incidents, by following established protocols and coordinating with law enforcement or emergency responders.

  • Administrative Duties: Answer phone calls, handle incoming mail, manage visitor logs, and assist with other clerical tasks as needed.

  • Communication: Coordinate with building management, law enforcement, or emergency services when necessary and report any incidents to supervisors.

  • Enforce Rules and Regulations: Ensure compliance with building policies, safety regulations, and security protocols.

  • Safety Officer Responsibilities: Assume the role of safety officer in the absence of the Special Police Chief and perform safety officer responsibilities as assigned.

Service Schedule:

  • Services must be performed Monday through Friday, between 8:00 AM and 5:00 PM.

  • The contractor must be available to perform work at company offices and assigned locations.

Documentation & Compliance:

  • Contractor must submit detailed invoices reflecting services performed, including dates, locations, and nature of work.

  • Must comply with company policies and regulatory bodies such as COMAR, CARF, and CSA.

  • Complete and maintain all required documentation for audits, quality assurance, and service delivery verification.

  • Capability to respond quickly to emergencies.

  • Comfortable wearing and operating a firearm.

Qualifications & Licensing Requirements:

  • Experience: Minimum of 1-2 years as receptionist or security guard.

  • Skills:

    • Strong attention to detail and excellent situational awareness.

    • Effective communication and customer service skills.

    • Ability to remain calm and make quick decisions in high-pressure situations.

    • Basic computer proficiency for monitoring surveillance systems and maintaining logs.

Compensation, Invoicing & Payment Terms:

  • Invoices covering services from Sunday through Saturday must be submitted to the Contract Administrator by Saturday at midnight to be included in the scheduled check run.
  • Invoices submitted after this deadline may be processed in the following check run.
  • The contractor is responsible for all taxes, insurance, and licensing costs associated with their work.

Independent Contractor Status:

  • The contractor retains full discretion over how services are performed, provided they meet program requirements.
  • The contractor is not an employee and is not entitled to benefits such as health insurance, paid leave, or unemployment insurance.
  • The contractor must maintain appropriate professional liability insurance and provide proof upon request.


Proposal Submission Process

  1. Prioritize fulfillment of emergent needs of the organization as it relates to staffing, CEO initiatives and HR compliance.
  2. In collaboration with the CEO, spearhead the fulfillment of any non payroll related HR related inquiries from external agencies.
  3. Consult with the CEO and executive team regularly to implement improvements within your scope on a continuous basis.

  4. Works with other department / division heads to monitor the financial activities each department and make recommendations.

  5. Participate in external and internal audits/surveys (CARF/CSA/OHCQ) as directed by the supervisor.

  6. Participates in quality assurance and performance improvement plans by completing periodic audits or other activities to ensure regulatory compliance and/or improve service delivery.

  7. Assist the supervisor with any work-related tasks as requested.

  8. Collaborate with and serve as program POC for external treatment providers and outside agencies as needed.

  9. Responsible for following regulations of COMAR, CARF, any other regulatory body, and company policies/ procedures related to service delivery and documentation and co-facilitating orientation of all new hires to these as well.
