Minimum Qualifications:

Experience:

  • Minimum five (5) years previous successful experience as a Government Contracting Officer
  • Previous successful experience as an Industry Contract Manager

Education:

  • Minimum Bachelor’s degree in contracts, business administration, or contract law field.
  •  Professional certification (e.g., Certified Professional Contracts Manager “CPCM,” Certified Federal Contracts Manager “CFCM,” or the Industry certification offered by National Contracts Management Association ”NCMA”)

Job Description:

The Contracts Settlements Analyst– Full Performance category performs the most complex contract settlement activities. Contracts Settlements Analyst positions are located across the Central Intelligence Agency (CIA) and a multi-agency communications program. At this level, analysts are responsible for various cost-reimbursement contracts, as well as a limited number of fixed price contracts. Based on assignment, duties involve performing the most complex contract settlement duties, subject final review of Agency Contracting Officer.

Responsibilities:

  • Review contract files to ensure all appropriate documentation has been provided. When documentation is missing, engage with appropriate offices (e.g., customer/COTR, industry) to ensure prompt submission of accurate & complete documentation.
  • Complete all necessary settlement activities for the timely settlement/closeout of firm fixed price type contracts (both Industrial and Independent Contractor) as identified in applicable OPE acquisition guidance.
  • Complete all necessary pre-settlement activities for the timely transfer of cost-reimbursement type contracts to the Contract Settlements Team, as identified in applicable OPE guidance (CCM Part 104.870).
  • Performs other duties as assigned.

Qualifications:

  • Extensive knowledge of and successful experience with relevant Acquisition Regulations (e.g., FAR, Agency-specific regulations)
  • Extensive knowledge of and successful experience with relevant Acquisition Processes (e.g., best value source selection, cost-reimbursement contracting, cost/price analysis, contract audit, contract settlements)
  • Extensive knowledge of and successful experience in negotiation techniques and skills
  • Strong interpersonal skills to develop & sustain positive working internal and external relationships
  • Strong oral & written communication skills with a wide range of audiences (technical, non-technical, customers, Industry).
